Requirements
  • A bachelor's degree is required, preferably in a human-resources-related major.
  • One to three years of relevant human resources experience is required.
  • Knowledge of employment law and Equal Employment Opportunity Commission requirements is required.
  • Knowledge of the financial or banking industry, vendor management, and risk management is required.
Responsibilities
  • Monitor and assess all teams’ operations, deliver training and coaching when necessary, and provide recommendations to ensure human resources operational effectiveness.
  • Assist in establishing and executing quality assurance programs for higher-risk processes.
  • Guide teams on risk assessment and control testing activities, suggest improvements or corrective actions, and identify areas of continuous improvement within the department.
  • Review applicable regulatory requirements, especially labor law and industry developments, identify issues affecting operations, and disseminate information to support compliance.
  • Coordinate with the Anti-Bribery and Anti-Corruption point of contact to perform related controls.
  • Monitor and analyze department-owned key risk indicators and provide recommendations where applicable.
  • Act as the Human Resources Department point of contact with the Chief Data Office for record-retention tasks, including inventory updates and records disposal.
  • Maintain, review, and update the department’s record-retention schedule and other relevant documents.
  • Coordinate reviews and updates of department-owned policies and procedures in accordance with bank requirements.
  • Monitor the bank’s compliance with head-office nepotism-related requirements.
  • Facilitate planning, due diligence, contract negotiation, ongoing and continuous monitoring, and termination of third-party relationships.
  • Oversee vendor-related activities to ensure compliance with Bank of China United States Branches’ Third Party Risk Management requirements.
  • Assist the Front Line Unit Risk Manager with risk-management tasks.
  • Communicate with and train Human Resources employees on risk-related policies, processes, and knowledge.
  • Facilitate human-resources-related audits and examinations, including preparing deliverables, guiding other HR teams, and supplying data points for responses to auditors and regulators.
  • Attend meetings concerning audits and ensure submissions to auditors are sound where appropriate.
  • Attend meetings requiring Human Resources Department representation and address requests from groups such as the Data Governance Committee and Recovery and Resolution Plan.
  • Ensure submissions to regulators are sound where appropriate.
  • Participate in and coordinate bank-wide projects as needed.
  • Participate in and coordinate departmental ad hoc projects as needed.
  • Assist with other HR functions, including recruitment, employee relations, and training and learning development, as needed.
Desired Qualifications
  • A master's degree or higher is highly preferred.
