Requirements
  • Must have knowledge of the Capital invoicing process, i.e., PMPs & PMGs.
  • Must have knowledge of Capital Accounting/Payments System (CAPS), PeopleSoft, and IMPACT.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, the New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
  • Bachelor’s degree in Business, Transportation, Public Policy, or an equivalent combination of education and experience may be considered in lieu of a degree.
  • A related Master’s degree or a Certified Public Accounting license could be used as a substitute for 1 year of related experience.
  • Minimum 6 years of related experience.
  • Demonstrated supervisory and/or leadership abilities.
Responsibilities
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Review/approve third-party Capital invoices aggregating in excess of $2 billion for construction and consultant contracts to ensure compliance with contractual specifications and MTA policies/procedures.
  • Review/approve closeout packages for third-party Capital contracts to ensure that all work has been approved, all required approvals are in place, all funds due are paid, and all credits owed are taken in the Final Payment.
  • Review/approve release of retainage requests for third-party Capital contracts to ensure that all required milestones have been achieved and that remaining retainage balances are sufficient to cover potential credits.
  • Liaise with Project Management, Procurement, and Legal staff to identify and resolve any issues with third-party Capital invoice processing.
  • Work with MTA-IT support staff to update/enhance the Capital Payments System (CPS) to adapt to changing requirements/needs.
  • Review payment invoices to ensure compliance with contract terms after they have been submitted and reviewed by Project Management.
  • Other duties as assigned.
Desired Qualifications
  • Master’s degree in a related field.
  • At least 3 years in a managerial and/or leadership role.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Attainment of or in the process of attaining CPA.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.
