Requirements
  • Experience supervising heavy civil, transportation, aviation, military, or infrastructure construction projects.
  • Experience managing subcontractors and coordinating multiple trades on active construction sites.
  • Ability to read and interpret plans, specifications, schematics, schedules, and technical documents.
  • Ability to verify grades and elevations using survey and laser equipment.
  • Strong understanding of construction sequencing and project controls.
  • Knowledge of Occupational Safety and Health Administration requirements and construction safety best practices.
  • Strong interpersonal, organizational, and problem-solving skills.
  • Ability to prioritize competing demands in a fast-paced construction environment.
  • Ability to manage stakeholder expectations and interact professionally with government personnel, clients, subcontractors, vendors, and project staff.
  • Ability to work independently while leading field personnel and subcontractors.
  • Ability to manage multiple priorities under demanding schedule requirements.
  • Flexibility and willingness to work extended hours, night shifts, weekends, or phased construction schedules as required by airfield operations.
  • Minimum of 8-12 years of progressively responsible construction management, superintendent, or field leadership experience.
  • Current CPR/First Aid Certification.
  • Valid Driver's License and reliable transportation.
  • Ability to obtain and maintain base access credentials and meet all installation security requirements.
Responsibilities
  • Manage and coordinate all aspects of field construction activities associated with the runway rehabilitation project.
  • Direct daily construction operations to ensure work is completed safely, efficiently, and in accordance with contract requirements.
  • Interface with military personnel, government representatives, subcontractors, utility providers, and other third parties regarding construction activities.
  • Review construction specifications, drawings, schedules, and technical documents.
  • Evaluate constructability of design elements and provide recommendations to improve project execution.
  • Assist in preparing subcontractor bidder lists and support subcontractor procurement efforts.
  • Participate in construction bid evaluations and provide recommendations.
  • Coordinate and schedule subcontractors to support project milestones and airfield operational requirements.
  • Review subcontractor schedules, work plans, quality control plans, and safety procedures.
  • Determine material quantities, coordinate deliveries, and manage equipment and labor resources necessary to perform the work.
  • Perform daily reporting of labor, equipment, material utilization, and production quantities to support cost and schedule management.
  • Review approved budgets against actual job costs and productivity factors with the Program Manager.
  • Identify and document scope changes and potential change order conditions.
  • Assist project management in reviewing and approving subcontractor invoices.
  • Perform health and safety oversight activities and ensure compliance with Weston, client, Occupational Safety and Health Administration, EM 385-1-1, and project-specific safety requirements.
  • Monitor construction progress and proactively address field issues impacting schedule, quality, or cost performance.
  • Maintain accurate daily reports, field logs, inspection records, meeting minutes, and project documentation.
  • Support project closeout activities and final turnover documentation.
  • Perform all other duties assigned by the Program Manager.
Desired Qualifications
  • Understanding of runway, taxiway, airfield paving, concrete, asphalt, grading, and drainage construction activities.
  • Familiarity with EM 385-1-1 safety standards.
  • Experience managing runway, airfield, aviation, transportation, heavy civil, paving, or federal construction projects.
  • Experience working on Department of Defense, United States Army Corps of Engineers, Naval Facilities Engineering Systems Command, Federal Aviation Administration, or other federal construction projects.
  • Working knowledge of quality control and construction practices associated with airfield infrastructure projects.
  • 40-Hour HAZWOPER Certification or current 8-Hour Refresher Certification.
  • Bachelor's Degree in Construction Management, Engineering, or a related field.
