This position serves Eastern Oregon within Gilliam, Wheeler, Morrow, Umatilla, Wallowa, Union, Grant, Baker, Harney and Malheur Counties. Must be able to travel to these counties as needed.
Summary of Duties
As a Vocational Rehabilitation (VR) Branch Manager (Rehabilitative Counseling Supervisor 2) for Eastern Oregon, you will:
Promote a diverse and a harassment-free workplace, foster a welcoming environment, and engage in cultural awareness.
Plan and oversee direct service offices and service coordination including the day-to-day personnel and procedural tasks related to direct supervision of staff and in managing an ODHS facility.
Conduct case reviews, staff performance management, and training.
Ensure legal compliance and support employee development.
Collaborate with community partners and implement VR programs and initiatives.
Analyze data for operational improvements and set local objectives for branch planning.
Provide clinical supervision to staff, including discussion of self-reflection and ethical practices.
Analyze medical information and review or make service provision decisions.
Foster teamwork, participate in and lead meetings, and contribute to the development of policies.
Monitor budgets and authorize expenditures.
Address client complaints, investigate issues, in promotion of dispute resolution.
Ensure safety compliance and manage office needs regarding total worker health initiatives.
Minimum Qualifications
Four years of lead work, supervision, or progressively related experience to the class concept;
OR
one year of related experience and a bachelor's degree in a related field.

Experience resolving client, consumer, and partner issues and participation in the dispute resolution process.
Experience working with and leading teams that work with people with disabilities that includes experience interpreting programs and policies to staff and the ability to train staff on proper implementation and practices.
Experience planning, organizing, and managing the work of a team and operations of a facility to ensure that services to clients are delivered successfully.

Working Conditions
This position serves Branch 6 (Ontario) in Eastern Oregon, however, residency anywhere in the that region is acceptable for consideration for this role. The ability to report to a local district office is required when training, business or operational needs are dependent on onsite activities.
Most of the work is accomplished in a typical office environment with regular travel to other offices, meetings, trainings are required. Hybrid work is occasionally allowed.
Monthly travel for participation in Leadership meetings is expected unless weather or other conditions are prohibitive.
The position requires occasional contact with persons who present difficult behaviors and may present a danger to self or others.
Occasional evening and/or weekend travel or work assignments may be necessary.
