Requirements
  • A bachelor's degree in Business Administration, Business Management, or a closely related field is required.
  • An active Secret Clearance must be possessed and maintained.
  • At least 15 years of direct experience supporting Major Defense Acquisition Programs (ACAT I/II) as a Program Manager or Deputy Program Manager is required.
  • A proven track record of senior-level oversight of program cost, schedule, and performance across complex lifecycles is required.
  • Direct experience authoring and coordinating comprehensive milestone decision packages or equivalent documentation for a Milestone Decision Authority is required.
  • Demonstrated success preparing and defending overarching acquisition strategies for formal reviews before the Acquisition Strategy Panel and Acquisition Strategy Board is required.
  • Hands-on proficiency reviewing, processing, and refining core defense strategy products and documentation is required.
Responsibilities
  • Provide agency-wide and program-specific expert advice, analysis, and support to Missile Defense Agency acquisitions and programs.
  • Conduct comprehensive programmatic and acquisition analysis across the lifecycle for major weapon systems and services.
  • Prepare and optimize overarching acquisition strategies for formal review before Acquisition Strategy Panels and Acquisition Strategy Boards.
  • Direct acquisition functions including program baseline support, acquisition risk management, and acquisition planning.
  • Perform advanced analytical and support tasks for senior-leadership decision-making regarding acquisition and contracting operations.
  • Advise leadership and execute complex special projects and ad hoc analytical reports.
  • Conduct business process analysis, identify gaps, and implement strategic workflow improvements.
  • Serve as the official Acquisition Strategy Panel secretariat and support the Acquisition Strategy Board and other Missile Defense Agency boards.
  • Maintain the master library of Acquisition Strategy Panel and Acquisition Strategy Board briefings, formal decisions, and supporting data while strictly handling source-selection-sensitive information.
  • Author and present complex written, verbal, and visual briefing materials for Missile Defense Agency headquarters staff.
  • Support senior-leader internal and external communication forums, coordinate briefings, and oversee organization-wide initiatives.
  • Support and coordinate high-visibility engagements with external defense industry partners and government agencies.
  • Deliver weekly reports for senior executives, manage meeting minutes, collect executive read-ahead packages, and lead pre-meeting preparations.
  • Manage and operate the official agency action tracker to monitor tasks and drive them to completion.
  • Oversee document tracking, manage deadline suspenses, prepare status reports, and conduct internal reviews of acquisition and contracting documents.
Desired Qualifications
  • Previous DAWIA Certification Level III in Program Management or equivalent.
