Requirements
  • A high school diploma or equivalent is required.
  • One year of related work experience is required.
  • Acceptable criminal history, Child Protective Services, and Department of Motor Vehicles background checks, along with drug screening, are required.
  • A valid Virginia driver's license is required.
  • Knowledge and understanding of local government, economic and basic human behavior issues, and federal and state financial assistance programs are required.
  • Skill in mathematics and computation with a high degree of accuracy is required.
  • The ability to communicate effectively orally and in writing with a broad spectrum of individuals, including co-workers, individuals with disabilities, and elderly individuals, is required.
  • The ability to understand, interpret, and implement policies accurately and in a timely manner is required.
  • The ability to operate small office equipment, including copy machines and multi-line telephone systems, is required.
  • The ability to operate computers for data entry, word processing, and accounting purposes is required.
  • The ability to use automated technology to establish and maintain case records, access data such as estates, retirement accounts, and real estate, generate reports, and manipulate data is required.
  • The ability to perform moderate but not constant physical effort and light work, including standing, walking, repetitive motion, speaking, and handling objects weighing up to 20 pounds, is required.
Responsibilities
  • Conduct interviews and collect information to assess applicants' eligibility for assistance programs and determine initial and ongoing eligibility.
  • Explain benefit programs, available services, and client and applicant rights and responsibilities.
  • Process applications for financial assistance and determine eligibility and benefit levels using automated systems and manual methods.
  • Interpret policies and procedures applicable to various benefit programs.
  • Monitor cases for changes in recipient circumstances and adjust benefit levels according to policy guidelines.
  • Evaluate clients' employability status, explore potential sources of income, and compute assistance.
  • Refer clients to service workers for additional support services, prepare reports, and maintain accurate electronic client records.
  • Identify potential fraud, make appropriate referrals, evaluate data consistency and completeness, and substantiate data accuracy when necessary.
  • Calculate special-circumstance allowances to determine appropriate benefit levels.
  • Provide case management for benefit programs; process renewals and interim changes; and explain employment, child support, and childcare services.
  • Perform emergency duties, including shelter duty or Emergency Operations Center staffing, during disasters and serve on a rotating duty roster for the duration of the event.
  • Perform other duties as assigned.
Desired Qualifications
  • Prior work experience in financial assistance programs sufficient to determine or redetermine benefit eligibility.
  • Experience with the Virginia Department of Social Services electronic case management system and search tools.
  • Bilingual Spanish language ability with competency to translate benefit program details.
