Requirements
  • Bachelor's Degree in Arts/Sciences (BA/BS) in business, transportation, or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
  • In lieu of a Bachelor's Degree, a candidate may be chosen if they possess a HS Diploma and a minimum of twelve years demonstrated transportation experience, seven of which must be demonstrated operations managerial or front-line supervisory experience.
  • Minimum 3 years of progressively responsible, recent LIRR Transportation operations management or supervisory experience.
  • Minimum 3 years of experience supervising both represented and management employees, with responsibilities towards a department or section budget.
  • Fully qualified on the operating rules and physical characteristics of the LIRR, including Amtrak Zone A or the ability to qualify on Zone A within six months of appointment. Qualified on all LIRR equipment, air brake systems and troubleshooting procedures.
  • Must have completed the mandatory e-train curriculum (14 courses) for Level 2 managers or it's Percipio equivalent.
  • Must be available 24-hour, 7-day operational demands.
  • Must be available to provide 24-hour coverage for Weekend Superintendent Duty as required.
  • Experience handling labor relations/union issues and administering organizational policies and procedures.
  • Proven record as a successful manager, with expertise and experience managing LIRR train crews, equipment, and schedules.
  • Must possess a valid driver's license from the state of your legal residence.
  • Experience supervising both represented and management employees, with responsibilities towards a department or section budget.
Responsibilities
  • Direct, oversee and supervise the activities of Transportation Department managers and supervisors to meet and/or exceed all departmental goals relative to Safety OTP, communications, customer comfort, etc.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  • As part of the Standard Operating Plan for transportation management, must develop and maintain effective operating procedures.Provide thorough information analysis of delays to ensure customer needs are understood and met.Recommend, develop, and/or implement any resulting changes. Train managers in the department as required to ensure effective communications are utilized to satisfy customer needs.
  • Represent the LIRR on all RSAC/APTA/FRA committees governing operational and safety related issues to ensure the LIRR’s opportunity to express concerns relative to proposed legislation and/or changes to current operational protocols and procedures.
  • Provide direction and guidance regarding the development of the railroad safety regulatory program, including issuance of new regulations, review and revision of existing regulations and identification non-regulatory alternatives for safety improvement s, e.g. gap mitigation, human factor caused train accidents, road worker protection, Passenger Train Emergency Preparedness, blue flag protection and positive train control technology.
  • Take the lead role in developing and implementing an integrated operating plan within the LIRR, particularly the operating departments (Mechanical and Engineering) and outside agencies (e.g. Amtrak, MYAR, NJT), to ensure a coordinated seamless response to federal, state and local mandates that impact operations.
  • Interpret and disseminate proposed changes to the Code of Federal Registry and Air Brake procedures.
  • Responsible for the planning, leading, organizing, and controlling of the departments Risk Mitigation Plan. This position is responsible for operational safety within the department and as a liaison corporately. Take the lead role in Operational Reliability Group meetings by acting as the department point person to ensure the appropriate follow-up on recommendations are implemented. Ensure trend analysis is complete to allow for strategies on ways to reduce operational incidents and anticipate spikes to prevent future injuries are created. Ensure that the Transportation Department conducts frequent operational/efficiency testing to ensure a safe work environment. Complete on-board, facility, and yard SAFER observations for the purpose of identifying and correcting unsafe and inappropriate safety behaviors/actions. The program tracks and mitigates against the following dangerous industry standard incidents: Stop Signal violations, Station Run By's, derailments, improper platforming, misroutes, doors opening off the platform, Foul Time violations, 3rd rail Plan violations, bumper block incidents, switch run throughs, and more. The position is also responsible for ensuring that trending analysis of the incidents utilizing information such as what time of day we experience issues, day of the week, month of the year, how many years of service does an employee have, when is the next relief day/vacation, etc., is complete. Meet with unions to address concerns in a timely manner.
  • Responsible for ensuring the Transportation Department appropriately handles operational incident reporting. This includes ensuring that all operational incidents are thoroughly investigated in a timely manner and appropriately recorded. This position is responsible for responding to, tracking, and investigating incidents. They identify the cause of the incident and develop preventative measures utilizing the "lessons learned" approach. They also use information acquired to identify the remedial cause and work to develop preventive plans, oversee physical characteristic/rules changes, or policy changes that can be placed in action to mitigate, if not eliminate operational incidents. This role also works closely with Corporate Safety, M of E, and Engineering to ensure compliance with Federal Railroad Administration (FRA) incidents investigating and reporting guidelines are followed.
  • Ensure the Department Operational Safety Plan is reviewed and continuously updated.
  • Confirm that new initiatives, tests, observations, procedures, etc. are developed to ensure the department meets/exceeds corporate operational incident goals. This includes developing various operational compliance tests, Targeted Operational Performance Sessions (TOPS), where managers complete in person sessions with employees to discuss safe working habits, best practices, recent incidents, while monitoring their behaviors and practices, and revamped our "Risk Mitigation Levels," which put into effect department plans when we observe an increase in operational incidents or during a known period where we incidents are more likely to occur.
  • Responsible for providing oversight to the departments Employee Safety Plan.
  • This position is responsible for ensuring that Employee safety within the department is handled appropriately. Provides leadership in Safety meetings by acting as the department leader to ensure the appropriate follow-up on recommendations. Conduct trend analysis and compile data to support and provide recommendations on ways to reduce employee accidents and anticipate spikes to prevent future injuries. Ensure that the Transportation Department is following up on and in compliance with various fire, safety, FRA, OSHA, etc. codes. Conduct frequent safety walks and yard audits to ensure a safe and healthy work environment. Complete on-board, facility, and yard SAFER observations for the purpose of identifying and correcting unsafe and inappropriate safety behaviors/actions. Meet with Unions to address concerns in a timely manner.
  • Oversee the management and oversight in all areas relative HOS 2095, to ensure the length of assignments, maximum hours employees can work, with associated time off within a 24 hour period, maximum consecutive days an employee can work with proper rest days in accordance with the new revisions to Administration of 49CFR Part 228. Develop Technological solutions to ensure compatibility with the TEAMS and fatigue model.
  • Respond to service disruptions and/or emergencies or planned events on a 24/7 basis as required and implement contingency plans when warranted. Coordinate Transportation response to such disruptions.
  • Cover on-property weekend Superintendent duty.
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Ensure a safe working environment and adherence to guidelines of company operational safety policies and procedures. Lead by example.
  • If an applicant is Engine Service Qualified (ESQ), maintaining a valid Locomotive Engineer Certification and is not on the active-duty Locomotive Engineer roster, they will be required to provide Engine Service coverage during Engine Service manpower shortages.

  • Minimum 1 year of experience working within the LIRR's Rules Office.
  • Minimum 1 year of experience as a Supervisor Train Movement.
  • Strong operating background, including familiarity with FRA Regulations for Train, Track and Equipment Operations, a working knowledge of crew and equipment manipulations. Familiarity with Terminal Emergency Action Plans and other contingencies.
  • Excellent, effective leadership, problem-solving, human relations, interpersonal, and written and oral communication skills.
  • Working knowledge of software computer applications.
  • Record of working effectively in a team environment, within and beyond the department.
  • Sophisticated understanding of situational awareness, situational leadership, and emotional intelligence.

  • Extensive knowledge and experience with General Notice and Bulleting Notice creation with regards to track outages and track work programs is preferred.
  • Familiarity of Comply365 application as it relates to scalability in train operations and movement permits in accordance with the Rules of the Operating Department and Federal Regulations.
