Discover SCENEPaul Atkins was officially sworn in as the 34th Chairman of the Securities and Exchange Commission on Monday, bringing a crypto-friendly approach that contrasts with his predecessor's aggressive enforcement strategy.Atkins vowed to push the SEC’s “mission to facilitate capital formation; maintain fair, orderly, and efficient markets; and protect investors.”In a testimony delivered before his Senate confirmation, Atkins said his time in public service and in the private sector allowed him to "see first-hand how regulations, including those of the SEC, affect markets and investors."Exactly 52 Republicans voted for his nomination, while 44 Democrats opposed.Atkins' private sector leadership includes founding Patomak Global Partners in 2009, developing standards for the digital asset industry. Atkins said he'd resign from Patomak within 90 days of confirmation.Late last month, Senator Elizabeth Warren (D-MA) wrote to Atkins, demanding he clarify Patomak's advisory role to crypto firms, including the now-defunct FTX exchange.Unclear regulation "creates uncertainty and inhibits innovation," Atkins told the Senate. He promised to guide the SEC "through a rational, coherent, and principled approach."Atkins replaces Gary Gensler, who sued numerous crypto firms during the Biden era for alleged securities violations.Previously acting Chair Mark Uyeda and Commissioner Hester Peirce have already moved to dismiss most of these, while also clearing meme coins and crypto mining from securities oversight.Criticizing Biden-era regulations as "unclear, overly politicized, complicated, and burdensome," Atkins has signaled a deregulatory approach to the market.Wall Street's bestFinancial disclosures for his candidacy reveal Atkins holds up to $5 million in digital-asset investment firm Off the Chain Capital LLC, where he is a limited partner.Atkins has a combined net worth of roughly $327 million, including assets and equities from his heiress wife, making him one of the wealthiest to hold the SEC chair in decades.President Trump's SEC picks, beyond Atkins, show a consistent pattern of selecting individuals with strong Wall Street connections and a track record of handling financial industry matters. In his first term, Trump picked Jay Clayton, who served at Sullivan & Cromwell, a prominent law firm with deep ties to Wall Street. At the law firm, Clayton represented top financial firms, including Goldman Sachs, Deutsche Bank, Barclays, Bear Stearns, and UBS.The Atkins-led SEC now faces decisions on over 70 crypto-related ETF applications, with crypto assets ranging from Solana and XRP to Dogecoin and MELANIA."Gonna be a wild year," Bloomberg senior ETF analyst Balchunas said on X.Edited by Sebastian Sinclair

Coinbase Launches Asset Recovery Tool For Lost Solana Tokens

Coinbase has expanded its self-service asset recovery tool to include lost tokens on the Solana network, according to an April 21 announcement. The feature allows users to reclaim certain unsupported SPL tokens mistakenly sent to their Coinbase addresses without submitting a customer support ticket. The company clarified that not all SPL tokens are eligible for recovery, and users are encouraged to verify asset eligibility before initiating the process.Additionally, Coinbase emphasized that recovered assets have not undergone the exchange’s full listing review, and customers must exercise their judgment regarding asset authenticity and security.Asset recovery capabilityThe new addition broadens Coinbase’s asset recovery capabilities, initially introduced in December 2022 for ERC-20 tokens on the Ethereum network. The original recovery tool enabled users to retrieve nearly 4,000 unsupported Ethereum-based assets that were accidentally sent to Coinbase accounts.Until the launch of this tool, mistakenly sent assets were typically not recoverable because Coinbase employees and support channels lacked access to the private keys required to reverse such transactions. In February 2024, Coinbase expanded the feature to tokens erroneously sent using BNB Chain and Polygon. If a user attempts to recover an ineligible asset or uses an unsupported network, the process will fail, and funds will remain inaccessible.Successful recoveries involving amounts greater than $100 are subject to a 5% fee applied to the portion above $100, in addition to standard network fees.Tackling a longstanding issueCoinbase’s expansion of the recovery service to include SPL tokens on Solana reflects a broader effort to address a longstanding challenge in crypto self-custody.Historically, mistaken transactions involving unsupported tokens often resulted in permanent losses, creating frustration among users. Coinbase aims to simplify recovery processes and reduce reliance on manual customer support by offering a self-service option.Coinbase also noted that more token types across other networks may become eligible for recovery in the future, although the timeline for such expansions remains unclear.Due to technical constraints and asset-specific complexities, Coinbase does not guarantee that all lost tokens can be recovered through the platform’s tools.Mentioned in this article

Finally, Ai That Helps Dishonest Morons Look Smart

Decrypt’s Art, Fashion, and Entertainment Hub. Discover SCENEWhat if your AI could help you “cheat on everything” without getting caught—even when someone’s watching? This is the literal premise behind Cluely, a desktop assistant designed to quietly bypass proctoring software, tools used to monitor and detect cheating during interviews and exams.“I got kicked out of Columbia for building Interview Coder, AI to cheat on coding interviews. Now I raised $5.3 million to build Cluely, a cheating tool for literally everything,” its CEO, Roy Lee, said on LinkedIn yesterday.Launched in April, Cluely is an OpenAI-powered overlay that listens, watches, and provides users with real-time responses from ChatGPT during high-stakes video calls.Available for Mac, the program runs quietly in the background, helping users bypass detection systems that prevent test takers from opening tabs that might help them cheat on tests. A Windows version is in development.“It blew up after I posted a video of myself using it during an Amazon interview,” Lee told Decrypt. “While using it, I realized the user experience was really interesting—no one had explored this idea of a translucent screen overlay that sees your screen, hears your audio, and acts like a player two for your computer.”Schools and corporations use proctoring software to preserve academic and employment integrity, particularly in remote settings. Those tools monitor for signs of cheating through webcam surveillance, browser restrictions, and AI-powered behavior tracking—measures institutions argue are essential to ensure fairness and accountability.Cluely, however, is designed to circumvent these safeguards quietly.Originally designed to let people use AI without being detected, the project has since rebranded and grown more ambitious—and more controversial. Marketed with the tagline, “We help people cheat,” Cluely is part viral stunt, part manifesto—but a very real business.Cluely is out

Telegram Vows To Exit Markets Over Encryption Backdoor Demands

Telegram founder Pavel Durov has criticized the French government for attempting to ban encryption, calling it a serious threat to digital privacy. In an April 21 statement on X, Durov revealed that French lawmakers nearly passed a bill last month that would have forced messaging apps to include backdoors that would give law enforcement agencies access to private messages. The Telegram founder praised the National Assembly for blocking the legislation, arguing that it would have made France the first country to eliminate its citizens’ right to digital privacy. He said governments with poor records on civil liberties have never gone as far as banning encryption. No backdoors for TelegramAccording to Durov, the introduction of backdoors weakens security rather than enhancing it. He argued that anyone, including foreign governments and cyber criminals, could exploit a backdoor if it is created. He further argued that the real victims of such backdoors would be law-abiding citizens whose messages could be intercepted or leaked.Durov also challenged the notion that such legislation would curb illegal activities. He highlighted that criminals would simply migrate to smaller, more secure apps or use tools like Virtual Private Networks (VPNs), making them even harder to track.Durov clarified that Telegram would rather exit any market than compromise its encryption standards or violate fundamental human rights. He emphasized that Telegram has never shared private messages with any government in its 12-year history. The platform only provides limited data, such as IP addresses and phone numbers, and only when presented with a valid court order, in compliance with the EU Digital Services Act.In closing, Durov warned that lawmakers must stop treating encryption as a tool for criminals. He said that encryption is a fundamental right that safeguards the privacy of everyday people.According to Durov:“The battle is far from over
