Requirements
  • A high school diploma or General Educational Development credential with ten years of specialized experience, or a Bachelor's/Master's degree with five years of specialized experience.
  • A valid, active Top Secret/Sensitive Compartmented Information government security clearance; U.S. citizenship is required to maintain the clearance.
  • Finance-specific analytical experience identifying, detecting, targeting, and interdicting threat, terrorist, or criminal finance activities and networks.
  • Experience with counter-threat finance, potentially including human intelligence and signals reporting, criminal and regulatory investigations, designation cases, and Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports.
  • Competence using specialized intelligence analysis tools such as Proton, KaChing, DataXplorer, and Voltron Suite.
  • Competence using intelligence report aggregators and Automated Message Handling System search tools such as TAC, RMT, NGT, and Horizon.
  • Competence using intelligence data visualization tools such as Google Earth, Palantir, Analyst Notebook, and Target Cop to analyze associations among entities and networks.
  • Experience conducting layered entity-level analysis supporting law enforcement and interagency partners in complex multinational operations and investigations involving drug trafficking and related finance and facilitation activities.
  • Experience conducting advanced multisource network analysis and entity development to map illicit entities, communications, financial transactions, and business activity across diverse datasets and tools.
  • Proficiency with the Microsoft Office suite.
  • Proficiency using analytical tools to exploit raw financial, business registry, and corporate company data.
  • Knowledge of interagency threat finance cells.
  • Skill in implementing best practices and proper tradecraft and determining information relevance against United States Government standards.
  • Experience reviewing, prioritizing, and managing submitted requests.
  • Understanding of interagency restrictions and sensitivities concerning data sharing and the steps required to share data among agencies.
  • Understanding of relevant Department of Defense intelligence and intelligence oversight policies, procedures, and requirements.
  • Expert-level skill working with United States Government departments and agencies outside the Department of Defense in policy formulation, acquisition, finance, drug law enforcement, security, and disrupting national security threats posed by drug trafficking, piracy, transnational organized crime, and threat-finance networks related to illicit drug trafficking.
Responsibilities
  • Support Threat Finance Intelligence analysis and facilitate intelligence-agency and other Department of Defense counter-threat-finance activities throughout the customer area of responsibility.
  • Work with multiple United States Government law enforcement agencies and United States military organizations.
  • Provide intelligence analysis services pursuant to 10 U.S.C. 284 and Section 1022 of the National Defense Authorization Act for Fiscal Year 2004, as amended.
  • Provide counter-threat-finance and Threat Finance Intelligence analysis supporting Department of Defense strategic, operational, and tactical efforts for law enforcement agencies.
  • Contribute to theater-wide Threat Finance Intelligence analytical products supporting counter-threat-finance activities.
  • Identify and detect threats and provide targeting and interdiction recommendations for counter-drug, counter-transnational organized crime, and counter-terrorism activities.
  • Research area-of-responsibility issues relevant to strategic-effects planning.
  • Support the planning, organization, and coordination of counter-threat-finance activities in respective combatant-command areas of responsibility and areas of interest.
  • Support Department of Defense counter-threat-finance program reporting requirements by drafting correspondence and briefings for Department of Defense and United States Government law enforcement personnel.
  • Monitor and provide counter-threat-finance and Threat Finance Intelligence advice on finance-oriented assessments supporting law enforcement agencies' case files, evidentiary materials, designation packages, and actionable intelligence.
  • Analyze issues, develop courses of action, and provide operational alternatives to Department of Defense component leadership in response to law enforcement agencies' requests.
  • Provide briefings to Department of Defense component leadership and analytical products supporting Department of Defense briefings to law enforcement personnel.
  • Assist in developing Threat Finance Intelligence-derived action plans, papers, reports, and target packages.
  • Develop action plans describing objectives against adversary financial networks and coordinating interagency operations, activities, actions, and intelligence-analysis activities.
  • Develop papers describing adversary financial networks, financial assets, storage methods, transfer processes, vulnerabilities, and exploitable interagency capabilities.
  • Develop reports providing updates and lessons learned from operations, activities, and actions and summarizing ongoing support.
  • Develop target packages describing targets, their network significance, centers of gravity, vulnerabilities, effects of disruption, and community reporting.
  • Support counter-threat-finance conferences through planning, setup, execution, removal, and follow-on activities.
  • Assist in drafting guidance and provide expertise on Department of Defense counter-drug, counter-transnational organized crime, and counter-threat-finance policy and related law-enforcement support programs.
  • Assist in developing strategic documents, Department of Defense directives and instructions, and other policy issuances addressing counter-threat-finance challenges to United States national security.
  • Support Department of Defense engagement with law enforcement, intelligence, federal departments, and federal agencies on counter-threat-finance, counter-transnational organized crime, counter-drug, and counter-terrorism issues.
  • Analyze complex strategic, policy, and program issues and provide analysis to Department of Defense components supporting law enforcement agencies.
  • Receive and analyze Threat Finance Intelligence disseminated by Department of Defense components or Intelligence Community elements, including Top Secret/Sensitive Compartmented Information.

  • A Certified Anti-Money Laundering Specialist or Certified Fraud Examiner certification is preferred.
