- A bachelor's degree in computer science, engineering, or another related field is required.

- Experience deploying and configuring Oracle Data Guard, Oracle Enterprise Manager, Oracle Automatic Storage Management, Oracle ACFS, Oracle GoldenGate, and Oracle Recovery Manager.
- Experience upgrading or migrating Fusion Middleware products between versions.
- Manage all database-related technical aspects of the engineering and software development life cycle for the replacement MMIS database.
- Install and configure Oracle database software, create data models, develop naming conventions, and establish database change-control procedures.
- Install and configure Oracle databases in traditional and Real Application Clusters configurations on Red Hat or Oracle Linux servers.
- Manage Oracle database architecture, interconnections, and schemas for storing and retrieving MMIS information in high-transaction-rate, mission-critical, 24x7 environments.
- Support database operations and work closely with application and infrastructure groups on MMIS replacement initiatives.
- Assist the Enterprise Architect with database design and data-modeling planning.
- Provide formal and informal training in database management system administration and maintenance, database design, analysis, and management.
- Contribute to service design and support for a service-oriented architecture-based system.
- Manage and maintain production and non-production databases.
- Establish standards and design for physical data storage, maintenance, access, and security administration.
- Perform database management system backup and recovery.
- Configure database parameters and prototype designs against logical data models.
- Define data repository requirements, data dictionaries, and data warehousing requirements.
- Optimize database access and allocate or reallocate database resources for optimal configuration, performance, and cost.
- Experience in a healthcare insurance environment, preferably Medicaid.
- Public-sector procurement experience.
- Experience with data warehouses or data marts.
- Oracle or SQL certification.
- Experience designing and applying service-oriented architectures.
