Requirements
  • A bachelor's degree or higher in Business, English, Journalism, Communications, or a related field.
  • Seven to ten years of federal proposal experience.
  • At least one year of people management experience.
  • Experience working with SF1449s.
  • Excellent written and verbal communication, organizational abilities, and technical skills.
  • Understanding of the Federal Acquisition Regulation, Requests for Offers, and how to interpret and apply them to solicitations and deliverables.
  • Ability to interact in a cooperative and effective manner.
  • Ability to self-manage, multitask, work independently, take initiative, set priorities, and complete projects.
  • Strong service orientation.
  • Ability to work with technical subject-matter experts.
  • APMP Certified Practitioner certification.
  • Experience working on a Federal Capture Team.
  • Possession of, or ability to obtain and maintain, a Real ID or passport for commercial air travel.
  • Possession of, or ability to obtain and maintain, a valid driver's license.
  • Proficiency in Microsoft Office, including Word, Excel, Outlook, and Teams.
  • Proficiency in Adobe Creative Cloud.
  • Familiarity with GovWin or a similar tool.
  • Ability to maintain broadband internet service meeting the company's remote-work connectivity requirements.
Responsibilities
  • Own requests for proposals, requests for information, and requests for quotations from capture through final submission to the government.
  • Manage highly complex requests for proposals and indefinite-delivery, indefinite-quantity contracts.
  • Develop pre-proposal tools and documentation, including compliance matrices and proposal outlines.
  • Assign pre-proposal activities and reviews to in-house subject-matter experts and teaming partners.
  • Write or initiate proposal content, including technical approaches, staffing plans, past performance, resumes, and other promotional or client-deliverable materials.
  • Create proposal elements such as graphics, charts, tables, and appendices.
  • Follow and manage the Shipley process for proposal color-team reviews.
  • Coordinate requirements with the Graphic Designer for proposal graphics.
  • Coordinate with decentralized staff to solicit proposal feedback and content.
  • Enhance text received from other team members.
  • Research federal clients, teaming partners, and competitors to improve competitive positioning.
  • Write, edit, and rewrite technical-document sections to improve flow, organization, and content.
  • Integrate evolving bid strategies into the proposal.
  • Ensure proposal outlines and formatting comply with solicitation requirements.
  • Own final documents for formatting, compliance, and quality.
  • Develop and maintain a cloud content library for proposal materials and create a metadata taxonomy for organizing and locating content.
  • Maintain the past-performance library and keep past-performance templates current with delivery project leads.
  • Participate in opportunity tracking, pipeline management, and staff training on proposal methodology.
  • Administer calendars, schedule meetings, consolidate feedback, and develop weekly communications on key opportunities.
  • Manage and develop staff as assigned.
