Requirements
  • 5+ years relevant legislative and policy experience required with demonstrable deep understanding of state legislative practices and procedures
  • Experience working in government drafting legislation preferred. Specifically, meaningful professional experience as an attorney on staff of a Congressional office or committee or on the staff of a state legislative body involving the drafting, analyzing and preparation of legislation measures, including bills and amendments
  • Alternatively, in-house attorneys, or attorneys from advocacy or lobbying organizations with deep legislative expertise in peer to peer car sharing, insurance, or tax would be well positioned to succeed in this role
  • Applicants must possess impeccable writing, research, and analytical skills, strong communication and organizational abilities, and excellent academic credentials
  • Licensed to practice in CA or AZ or approved remote location, or eligibility to qualify to practice as registered in-house counsel in CA, AZ, or approved remote states
  • Working familiarity with insurance law is preferred and working familiarity with state and local tax issues also desirable
  • Candidates should be self-starters, creative at coming up with innovative legislative ideas and strategies, and be able to collaboratively work in a team environment in a fast-paced office
Responsibilities
  • Support Turo's government relations objectives at the state, local, federal and international level
  • Research, draft, analyze, and review legislation, administrative rules and other policies primarily in the emerging peer-to-peer car sharing space, as well as in related areas of the law such as taxation and transportation, including airport regulation
  • Particularly during the months in which most state legislatures are in session (first six months of calendar year) collaborate closely with Government Relations team members on a state-by-state basis to rapidly prepare legislation for Turo in the form of bills and amendments, and to rapidly assess and provide responses to relevant legislation introduced by other stakeholders
  • Review and analyze legal and policy issues, in close collaboration with the legal and government relations team and other stakeholders inside of Turo, such as the insurance, taxation and product teams
  • Prepare written testimony and deliver oral testimony at committee hearings
  • In coordination with the broader team, and using the legislative monitoring tools, track and evaluate all legislative and regulatory activities which impact Turo. Provide legal analysis and perspective inputs to development of government relations engagement, inoculation, and education strategies and plans
  • Periodically represent Turo in meetings, panel discussions, and conferences in locations across North America
  • Draft legal correspondence and collateral material for public use
  • Collaborate cross-functionally with other Turo teams (inc. tax, insurance, product, and engineering) to ensure Turo's full compliance with new car sharing laws and regulations
