Requirements
- An active Project Management Institute Project Management Professional certification is required.
- Documented risk management experience is required.
- Experience completing a Category 1 or Category 2 Commonwealth project valued at $5 million or more is required.
- Experience completing a non-Commonwealth project valued at more than $10 million as the project manager of record is required.
- Solid understanding of software development lifecycle models and expert knowledge of Agile project management principles and practices are required.
- Ability to work with customers, understand their business practices, and manage their expectations is required.
- Ability to set clear performance standards, hold team members accountable, and keep the team engaged and on track is required.
- Ability to help Product Owners create and prioritize the Product Backlog is required.
- Strong interpersonal, analytical, organizational, and decision-making skills are required.
- Ability to analyze and document business and system processes is required.
- Ability to balance competing demands for quality, scope, schedule, and cost is required.
- Proficiency with Scrum and Kanban Agile methodologies is required.
Responsibilities
- Drive consistent project delivery through the entire project lifecycle, including project plans, release plans, resource allocation, and management of project risks, scope, schedule, and value delivery.
- Coordinate Agile ceremonies, including Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
- Track and communicate project progress from schedule, cost, and risk perspectives to the project team, stakeholders, and management.
- Establish an environment where teams can be effective and help remove obstacles.
- Protect the team from outside interruptions and distractions.
- Maintain a strong relationship between the team, Product Owner, and external stakeholders.
- Track and report team velocity and other project metrics.
- Promote continuous improvement and help teams increase productivity.
- Help the Product Owner and team manage the Product Backlog.
- Ensure teams practice core Agile, Waterfall, and Virginia Information Technology Agency principles and processes.
- Adhere to Virginia Department of Transportation and Virginia Information Technology Agency project management practices.
- Perform additional responsibilities as assigned.
Desired Qualifications
- Experience with the Scaled Agile Framework is preferred.
