Requirements
  • A bachelor's degree in Public Administration, Finance, Business Administration, or a related field.
  • At least ten years of experience in a similar position within a minority, women, or small business enterprise program, diversity business initiatives, contract administration, public administration related to procurement solicitation and administration, construction, compliance reporting, or a comparable environment.
  • At least five years of experience working in a construction supplier diversity, procurement, and contract management environment.
  • Knowledge of MTA objectives and operations, diversity compliance, Minority and Women-Owned Business Enterprise requirements, Service-Disabled Veteran-Owned Business requirements, Small Business Enterprise requirements, and state and federal regulations.
  • The ability to think comprehensively and integratively, with thorough knowledge of the business and the ability to build strong partnerships with staff and stakeholders.
  • Leadership skills that promote trust, collaboration, urgency, strong work ethics, and organizational success.
  • The ability to prioritize, plan, track multiple projects, organize, and multitask in a flexible, fast-paced, and challenging environment.

Responsibilities
  • Provide oversight and develop and foster the Capital Program construction contractor, consultant, and supplier diversity function within MTA Construction & Development Contracts and Procurements.
  • Conceptualize, implement, champion, and monitor initiatives promoting construction contract supplier diversity and the utilization of disadvantaged and small business enterprises, minority-owned and women-owned businesses, and service-disabled veteran-owned businesses in managed contracts.
  • Oversee and review scopes of work, technical specifications, project requirements, and schedules to ensure appropriate diversity and inclusion business terms and conditions are incorporated into capital project procurements.
  • Drive the Diversity Compliance Team and collaborate with Contracts, procurement, architecture, engineering, and other teams on discretionary spending goals, outreach, internal communication, goods and services procurement, and compliance efforts.
  • Serve as the Diversity Compliance Business Unit Lead between the Contracts Procurement Team, project management and CEOs, and the MTA Department of Diversity and Civil Rights to ensure compliance with federal, state, and MTA requirements.
  • Lead the Diversity Compliance Team in outreach events to increase the pool of certified vendors and achieve applicable Minority and Women-Owned Business Enterprise, Service-Disabled Veteran-Owned Business, and Disadvantaged Business Enterprise goals.
  • Serve as Agency Contractor Evaluation System Administrator and oversee the system's overall process and integrity.
  • Monitor compliance and contractor and consultant performance against contract requirements for current and future awards.
  • Oversee diversity compliance reports required by MTA Audit, the MTA Inspector General, and the MTA Board.
  • Coordinate with the General Counsel on outside procurement or contract compliance audits.
  • Facilitate and mediate prime and subcontractor disputes involving payment issues, goal-waiver requests, retainage, and contract closeout matters.
  • Serve as the lead Diversity Compliance representative at industry forums, meetings, and conferences with government agencies and private industry.
  • Identify, cultivate, and advance opportunities for disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and small business enterprises while tracking, monitoring, and reporting diversity activity for Contracts and Procurement staff.
  • Implement and formulate procurement procedures relating to construction and supplier diversity reporting, monitoring, and compliance.
  • Establish the infrastructure needed to ensure key performance objectives are met.
  • Administer learning evaluations and assessments to measure targeted program success.
  • Process prime and subcontractor background checks for new awards and contract modifications to identify significant adverse information before vendors begin work on MTA projects, as needed.
  • Serve as the Vendor Relations Unit liaison.
