His appointment aligns with efforts to scale capabilities for defense and intelligence customers, the national security company said Tuesday. Who is Stephen Finney? Finney has spent over 25 years building and leading defense and intelligence businesses, with a history of driving growth on complex national security missions. Before joining GRVTY, Finney spent more than eight years at Parsons, most recently as senior vice president of defense and intelligence, a role in which he directed business development for the company's defense and intelligence portfolio. The executive also served as SVP of corporate capture at Polaris Alpha and VP of strategic initiatives at EOIR Technologies. He spent 12 years at Booz Allen Hamilton as a senior associate and began his career as a software developer at Freddie Mac and as a software engineer at IBM. What will Finney do at GRVTY? Finney will lead the company's enterprise-wide growth strategy, working to connect customer missions, technology and investment throughout the business. He will help guide GRVTY as it builds momentum and expands its differentiated capabilities in the defense and intelligence communities. Manikonda is expected to lend his expertise to GRVTY's efforts to grow its capabilities and speed the development of mission-driven innovation on behalf of the Department of War and the intelligence community. What experience does Vikram Manikonda bring to the role? Dr. Manikonda brings more than 28 years of experience in research and development, defense technology innovation, entrepreneurship and executive leadership to the role. He is currently Professor of the Practice in the Department of Electrical and Computer Engineering at the University of Maryland's A. James Clark School of Engineering. In September 2025, Manikonda founded and became a managing member of FalkonEye, a free space domain awareness platform. Prior to that, he served as chief technology officer at BlueHalo. During his term, he served as chair of the company's Science and Technology Council, created its Cloud Center of Excellence and led a collaborative relationship among its defense, intelligence and space and products businesses. Former CIA Cyber Intelligence leader Peter Ranks joins GRVTY as chief strategy officer. GRVTY has appointed Peter Ranks, the first assistant director of the CIA for cyber intelligence, as chief strategy officer. At the CIA, Ranks led the Center for Cyber Intelligence and supported cyber mission initiatives across the intelligence enterprise, GRVTY said Monday. In his new role, he will oversee corporate strategy and help guide expansion into additional national security mission areas. Who is Peter Ranks? Ranks spent nearly three decades at the CIA, beginning his career as a network engineer and rising to senior executive roles. He supported the agency's counterproliferation and counterterrorism missions and helped manage an early industry partnership supporting intelligence community cloud adoption. In 2020, he returned to the CIA to support the Commercial Cloud Enterprise program after serving as deputy chief information officer for information enterprise at the Department of War. At DOW, he helped advance the department's cloud strategy and software modernization initiatives while supporting enterprise-wide remote work capabilities. Fairfax County Economic Development Authority February 20 Talk of Tysons GRVTY, a defense technology company established in 2025, today announced it will invest $8 million to expand the firm's presence with a new headquarters in Tysons, Virginia. The company will build out more than 22,000 square feet of office space at 8270 Greensboro Drive in Tysons. "GRVTY is pleased to invest in Fairfax County with the opening of our new headquarters in Tysons," said Katie Selbe, GRVTY's chief executive officer. "This facility will serve as the company's hub to drive operational excellence, engage with customers, and advance the development of critical technologies in cyber, space, and spectrum." Through this expansion, GRVTY plans to hire 200 highly skilled engineers, technologists, scientists, and corporate staff. The company currently employs nearly 1,000 individuals. "I want to thank GRVTY for choosing to invest in Fairfax County and welcome you to your new headquarters in Tysons," said Fairfax County Board of Supervisors Chairman Jeffrey C. McKay.
