Requirements
  • Knowledge of data governance best practices.
  • Knowledge of education data.
  • Knowledge and understanding of federal and state laws and guidelines that protect student privacy and guide the use of educational data, including the Family Educational Rights and Privacy Act and Wisconsin Pupil Records statutes.
  • Knowledge and understanding of the Health Insurance Portability and Accountability Act.
  • Knowledge of Agile/Scrum development methodologies and practices.
  • Knowledge of key data warehouse and decision support concepts, including each phase of the data warehouse lifecycle.
  • Ability to perform business analysis.
  • Ability to perform quality assurance testing.
  • Ability to coordinate and plan the agency's data governance work.
  • Experience using HTML, Footprints, Team Foundation Server, Microsoft Office applications, Google tools, Drupal CMS, and Drupal forms.
  • Ability to review, interpret, and summarize legislation related to student data privacy.
  • Knowledge of and ability to provide guidance on redaction rules for public reporting of data.
  • Ability to review policy questions and work with the legal team to formulate responses.
  • Ability to maintain and update privacy and security policies.
  • Ability to create and maintain electronic training modules using Articulate and Camtasia.
Responsibilities
  • Lead, facilitate, and coordinate all data governance tasks and activities for the Division of Libraries and Technology and the Department of Public Instruction.
  • Review and approve requests for access to data, databases, and applications.
  • Use the Footprints change management tracking system to approve requests through the Internal Data Access Requests workspace and the District Administrator Data Access workspace.
  • Follow up on requests to ensure that the correct level of access and the reason for the request have been provided.
  • Understand the data collected by the Department of Public Instruction, the reasons for its collection, and its uses.
  • Facilitate the creation of data sharing agreements and memoranda of understanding for projects with agencies and organizations.
  • Manage the process and criteria for reviewing, approving, and tracking internal and external data and research requests through the Department of Public Instruction data request submissions in Footprints.
  • Assign data request items to the Data Request Review Board.
  • Forward requests to appropriate data experts for approval before arranging meetings with the Research Team for institutional review board review.
  • Draft and complete data sharing agreements for approved requests.
  • Define and document the Department of Public Instruction's internal data governance structure and program, including a roadmap, roles and responsibilities, charter, and data steward program.
  • Define the content of the department's data dictionary and work with data stewards and teams to update and expand it.
  • Lead data governance activities for the P20 Advanced Post Secondary Infrastructure project, Early Childhood Longitudinal Data Systems project, and other defined projects.
  • Serve as data governance lead with State Support Team advisors for the data governance workgroup.
  • Advise on data governance best practices and recommendations concerning data governance policies, structure, and practices.
  • Lead the effort to build a working sample memorandum of understanding for the Early Childhood Longitudinal Data Systems proof of concept.
  • Ensure that processes and procedures are created, updated, and followed.
  • Maintain web pages, training materials, documentation, and presentations related to privacy on the team's website using Drupal CMS.
  • Communicate with internal and external stakeholders about data governance activities and privacy updates.
  • Create communications and update team web pages with new information.
  • Review current department privacy and security policies and update and maintain them as needed.
  • Act as the Department of Public Instruction's representative for the U.S. Department of Education Privacy and Technical Assistance Center; attend meetings, review updates, and share information with the team.
  • Stay current on federal privacy and data governance developments and share information with the team.
  • Attend privacy-related webinars from the U.S. Department of Education and share the information with the team.
  • Complete other duties, projects, or activities assigned by the division administrator, management team, or project manager that relate to the team's mission.
