Requirements
  • A bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Planning, or a job-related field and three years of professional public- or private-sector job-related experience.
  • A master's degree from an accredited college or university and two years of professional public- or private-sector job-related experience may substitute for the bachelor's-degree pathway.
  • At management discretion, seven years of professional job-related experience managing technical projects or programs and strategic planning may substitute for the required education.
  • Strong understanding of federal, state, and local grant regulations and the ability to interpret and apply complex program requirements.
  • Ability to lead high-priority projects, manage multiple tasks independently, and meet deadlines in a fast-paced environment.
  • Ability to communicate and build relationships, educate others, and prepare clear, concise reports and policies.
Responsibilities
  • Assist the Community Housing Manager in managing grant-funded housing and community development programs while ensuring goals and objectives are met timely, measured, and in conformance with applicable regulations.
  • Develop and update plans, multi-year strategic plans, and other required plans through independent research, analysis, and application of housing-related regulations, requirements, and stakeholder and public input.
  • Lead meetings with external and internal stakeholders and members of the public, answer program questions and inquiries, and provide accurate information, guidance, and recommendations.
  • Implement housing program guidance and policies, including crafting correspondence, letters, notices, and public meeting materials for internal departments, external stakeholders, federal and state agencies, and the public.
  • Lead meetings, negotiate terms and scopes, and develop subrecipient agreements containing compliance metrics, performance data collection activities, and other requirements imposed on subrecipient agencies.
  • Monitor provider organizations implementing programs on behalf of the county to assess compliance with subrecipient agreement terms and conditions.
  • Receive, review, and process subrecipient progress reports, reimbursement requests, and supporting backup documentation.
  • Conduct onsite and desk monitoring of subrecipients' program progress, purchasing policies and approvals, fiscal accounting, and other requirements; document findings and issue required corrective actions.
  • Monitor the fiscal and progress status of grant-funded program activities, identify concerns and improvements, and communicate them to stakeholders and leadership.
  • Review financial reports, secure required expenditure and supporting documentation, and submit information through federal reporting databases and the county's internal grant filing systems.
  • Communicate with external and internal stakeholders about quarterly and annual reporting progress and expenditure deadlines; solicit, analyze, compile, and enter information according to federal and state reporting parameters and related systems.
  • Assist with budget adoption and necessary fiscal adjustments using county fiscal accounting systems and county budgeting policies and procedures.
  • Work Monday through Friday, 8:00 a.m. to 5:00 p.m., for 40 hours per week.
  • As an essential county employee, be prepared to protect and support the community during a disaster or declared emergency.
Desired Qualifications
  • A master's degree in Public Administration, Business, Finance, Planning, or a related field, along with two or more years of experience working with or administering federal housing grant programs.
