Requirements
  • A minimum of 4 years of experience in human research protection and compliance oversight.
  • A bachelor's degree in a biomedical or socio-behavioral field is required.
  • Subject matter expertise in human research protection, including application of the Common Rule and subparts B, C, and D; HIPAA; and other human research protection regulatory requirements.
  • Exceptional verbal and written communication skills, with proven technical writing abilities; a writing sample is required.
  • Superior analytical, problem-solving, and negotiating skills.
  • Demonstrated project and time-management skills.
  • Demonstrated success in change management.
  • Human subjects protection and regulatory compliance certification, or the ability to obtain it within 6 months of hire.
  • Ability to work independently in Microsoft Windows 7 and Microsoft Office 2010, including Excel, Outlook, PowerPoint, Publisher, and Word.
  • Interim Secret Clearance is required to start.
Responsibilities
  • Assist with the development and implementation of human subject protection standards, policies, procedures, and systems for clinical research and cross-discipline human subject research, subject protection, and institutional and investigator compliance.
  • Serve as the point of contact for assigned Commands and provide guidance and oversight as needed.
  • Provide consultation for updating regulations and policies at the component level.
  • Assess Command compliance with federal and institutional regulations and policies by reviewing Command Assurances, applications, Command Instructions, Institutional Review Board rosters, Institutional Review Board policies and procedures, inter-Command agreements, and key-staff training summaries.
  • Review and analyze institution-specific Management Plans, Instructions, policies, and procedures, and prepare written assessment reports with findings and recommendations for institutional compliance and quality improvement.
  • Conduct regular site inspections and assist visits with Commands; coordinate with Command staff, leadership, and other inspection or visit team members; interview human research protection staff and researchers; review Command and investigator files; evaluate findings objectively; and integrate activities and results into final assessment reports or summaries.
  • Review Institutional Review Board protocols at headquarters level for which the program has regulatory oversight, prepare written reports, track trends, and communicate findings to Institutional Review Board staff to ensure compliance.
  • Serve as a subject matter expert to Institutional Officials, Human Research Protections Officers, Institutional Review Board members and staff, and other Human Research Protection Program staff on human research protection and compliance regulations, policies, and procedures.
  • Serve as a site inspection or assist-visit team member for other Human Research Protection Program staff as needed.
  • Perform research and analyses, interpret results to determine validity and significance, and prepare written reports presenting results, interpretations, conclusions, and impact analyses.
  • Identify needs for new processes, systems, methods, approaches, guidance documents, standards, and training.
