Requirements
  • A minimum of five (5) years of progressive Human Resources experience.
  • Post-secondary degree or diploma in Human Resources, Business Administration, or a related field.
  • Experience working in a unionized environment.
  • Sound working knowledge of Ontario employment and labour legislation and related workplace requirements, including the Employment Standards Act, Labour Relations Act, Human Rights Code, Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act, and applicable workplace regulations.
  • Demonstrated knowledge of HR programs, policies, processes, employee relations, records management, and human resources information system administration.
  • Strong proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint, with the ability to prepare reports, analyze HR data, and present information effectively.
  • Excellent interpersonal and communication skills, with the ability to build trusting relationships and communicate effectively with employees and leaders at all levels of the organization.
  • Full vaccination against COVID-19 is mandatory, subject to accommodation for reasons related to a human-rights-protected ground.
  • External hires must successfully complete reference checks and criminal background checks, including Vulnerable Sector Screening.
Responsibilities
  • Provide managers and employees with timely, practical, and solutions-focused human resources advice, coaching, and guidance aligned with organizational values, HR best practices, policies, collective agreements, and applicable legislation.
  • Coach and support managers and employees in employee relations, workplace conflict resolution, attendance management, performance management, progressive discipline, goal setting, and employee development.
  • Interpret and advise on collective agreements, organizational human resources and health and safety policies, employment and labour legislation, and related workplace practices.
  • Support workplace investigations, grievance management, employee relations matters, workplace incidents, and the preparation and maintenance of related labour relations, health and safety, and human resources documentation.
  • Support the development, implementation, and continuous improvement of human resources programs, policies, processes, and initiatives that promote an inclusive, equitable, respectful, and diverse workplace culture.
  • Provide oversight to the organization's health and safety program.
  • Coordinate and administer employee leaves, including disability, maternity, parental, and other statutory or approved leaves, including documentation, communication, tracking, and human resources information system updates.
  • Support compensation and benefit programs through accurate employee data, timely processing, and communication with employees and benefit providers.
  • Coordinate payroll administration activities and review payroll-related data to support accurate and timely payroll completion.
  • Support offboarding activities and the recruitment and selection process for key positions.
  • Support collective bargaining preparation and labour relations activities by compiling workforce data, preparing reports and documentation, coordinating materials, and completing assigned follow-up activities.
  • Maintain accurate and confidential employee records in ADP Workforce Now, ensuring data integrity and compliance with organizational requirements.
  • Maintain employee compliance records, including professional certifications, Vulnerable Sector Screenings, mandatory training, and other required credentials and documentation.
  • Prepare regular and ad hoc human resources reports, workforce analytics, and data summaries using ADP Workforce Now, Excel, and other human resources tools to support decision-making and organizational planning.
  • Coordinate employee engagement and opinion surveys, including communications, survey administration, data compilation, analysis, and reporting of results.
  • Support the administration and coordination of the annual performance review process, including communications, tracking, documentation, and follow-up with managers and employees.
  • Support the coordination and administration of training and development programs.
  • Participate in organizational committees and working groups as assigned, providing human resources expertise and support.
  • Contribute to special projects and the implementation of human resources initiatives that support organizational priorities and continuous improvement.
  • Maintain confidentiality and professionalism when handling sensitive employee, labour relations, compensation, and organizational information.
  • Perform other related duties and responsibilities as assigned.

  • CHRP designation or progress toward CHRP designation.
  • Experience within a not-for-profit or healthcare organization.
  • Experience with ADP Workforce Now or a comparable human resources information system.

April 27, 2026 Province supporting community safety and addiction recovery with 29 HART Hubs delivering care across Ontario News April 27, 2026 OSHAWA - The Ontario government is expanding access to high-quality mental health and addictions care with the launch of a new Homelessness and Addiction Recovery Treatment (HART) Hub in Oshawa. This is part of the province's more than $560 million investment to open 29 HART Hubs across Ontario to protect the safety of families and communities, while improving access to recovery and treatment services for people facing housing instability, mental health and substance use challenges. "We are building a stronger, more connected system of mental health and addictions care that better reflects the needs of communities and focuses on lasting recovery," said Vijay Thanigasalam, Associate Minister of Mental Health and Addictions. "The opening of this new HART Hub will ensure that people struggling with mental health and addictions challenges in Durham Region can access support services that prioritizes their path to recovery and strengthen community safety." HART Hubs connect people to a range of comprehensive treatment and recovery services such as primary care, mental health services, addictions care, social services and employment support. The Oshawa HART Hub is delivering services, with the Canadian Mental Health Association (CMHA) Durham serving as the lead agency in collaboration with local partner organizations including the Mission United Program, Mission United Physicians Services, The Back Door Mission, Lakeridge Health Oshawa, Ontario Shores Centre for Mental Health Sciences, Durham Community Health Clinic, John Howard Society and the Region of Durham. The Hub brings together a collaborative network of clinical, social service and care providers working to deliver services tailored to local needs, including: · Primary Care · Mental health and addictions services including symptom management and medication titration, trauma-informed interventions and evidence-informed programming · Case management for income supports, social services, employment supports · Case management for mental health and addictions · Mental health and addictions supportive housing · Indigenous services Through Your Health: A Plan for Connected and Convenient Care and building on the Roadmap to Wellness, the province is taking action to connect individuals to integrated mental health and addictions services, where and when they need it. Quick Facts · The Oshawa HART Hub is located at 78 Richmond St West. The region's other HART Hub, located in Whitby, is actively delivering services. · In March 2025, the government announced plans to establish 28 HART Hubs across the province. In April 2026, the government expanded the network by announcing a new Kingston location, bringing the total to 29 hubs, supported by an investment of more than $560 million. · HART Hubs will also add close to 900 supportive housing units across the province. This is over 300 more than originally planned, helping people transition to stable, long-term housing. · With a focus on treatment and recovery, HART Hubs will not offer safer supply, supervised drug consumption or needle exchange programs. · Through the Roadmap to Wellness, Ontario is investing $3.8 billion over 10 years to close gaps in mental health and addictions care and build a world-class system.
