Requirements
  • Minimum Bachelor Degree in Engineering.
  • Fifteen years minimum experience in the Oil & Gas industry.
  • Affinity and familiarity with Engineering, Procurement and Contracting aspects in the business, both onshore and offshore.
  • Experience level: 15 or above years.
  • Eight years or more experience in United Arab Emirates or the Middle East.
  • Minimum three years as Manager level in similar business or industry.
  • HSE leadership compliance and ability to work in multidisciplinary teams.
  • NEBOSH-IGC, IOSH, OSHA Certification.
  • ISO 45001:2018 Lead Auditor, British Standard Occupational Health and Safety Assessment Series 18001:2007.
  • Excellent knowledge of HSE procedures and protocols of Government and Client Operators in the United Arab Emirates.
  • Knowledge of HSE Audit processes.
  • Knowledge of Risk Identification and Mitigation.

Responsibilities
  • Establish, review, and update corporate HSE Management System for EEIC and comply with latest ISO standards for HSE Management Systems and Occupational Health and Safety Assessment Series and local regulatory regulations.
  • Support tendering team in preparation of HSE documents for new projects during tendering stage and participate in client technical clarification meetings.
  • Recommend HSE staff resources necessary to successfully achieve project HSE Management System objectives, provide functional guidance to HSE staff working under different project management teams.
  • Carry out and perform ISO and OHSAS audits and facilitate client and third-party audits.
  • Compile and prepare yearly HSE reports for senior management.
  • Prepare overall organization chart for EEIC HSE and project specific organizations. Train project HSE resources and get approved from clients as per criteria established by client and assign to respective projects.
  • Ensures the achievement of HSE functional goals and targets, setting the team and individual objectives, ensuring proper performance management, evaluation, and development of staff while maximizing the performance of the team and staff.
  • Develop project HSE Management System and submit for client approval.
  • Engage project management team in the development, review and endorsement of all applicable HSE systems, programs, and procedures for execution of the project.
  • Drive project HSE excellence through senior project management visibility and involvement.
  • Guide, direct, train and motivate project team members to take responsibility for their personal safety and comply with client (onshore / offshore) HSE Safety Policy, procedures, rules and accepted safe working practices, as well as applicable Abu Dhabi HSE related regulations.
  • Establish working relationships and maintain regular communication with clients corporate HSE, HSE counterparts in projects PMC / PMT0s.
  • Ensure all HSSE documentation is reviewed, updated, and approved in accordance with all projects specific and regulatory requirements.
  • Establish project HSE Key Performance Indicators (KPIs) and renew annually with project management endorsement.
  • Establish system and implementation for prompt incident notification, reporting, investigation and tracking of corrective actions.
  • Foster a close working relationship with client and their operations departments to ensure HSE standards are maintained in construction activities on greenfield, brownfield sites, particularly in simultaneous operations scenarios involving shutdown, commissioning, process isolation, or other critical activities.
  • Assure implementation of the Project HSE Plan and applicable Permit to Work System (greenfield or brownfield) in accordance with client’s establish work management systems.
  • Deploy qualified HSE Engineers / Officers on all projects / locations coverall all tasks
  • Organizing the continual HSE training courses for the employees throughout the execution of the project on required standards and stop points. Maintain training matrix register.
  • Establish system that shall enforce all hot work will be controlled and done through permits and during performance the area will be clearly marked and block points identified and locked or manned.
  • Responsible for HSE fitness-for-purpose certification of personnel, equipment, accommodations, catering, medical and emergency response facilities.
  • Ensure the workers welfare at project sites are in compliance with established HSEMS and client’s HSE welfare standards. Establish HSE rewards / awards schemes for workers. Ensure that all personnel working / assigned to site are in compliance with medical fitness standards required by client.
  • Ensure compliance with client road safety standard, and stop points are known and adhered.
  • Comply with client’s HSE Assurance standard and participate in internal and external audits.
  • Prepare and ensure that Risk Assessment is carried out and Risk Register is updated.
  • Develop mechanism to collect data from different projects and coordinate to compile necessary reports through Lead HSE personnel and present to respective project management.

The panel was moderated by Ebru Yavuz, General Manager of Arabian Ethicals in the UAE, who guided the discussion on how advances in stem cell, cellular, and gene therapies are being implemented within real-world healthcare settings. The session featured Prof. Marcos De Lima, Director of Stem Cell Transplant and Cellular Therapy at Ohio State University Wexner Medical Center, and Rabi Hanna, Chairman of Pediatric Hematology & Oncology and BMT, and Founding Director of the Pediatric Blood & Marrow Transplant Program at Cleveland Clinic Children's Hospital, USA. Both speakers shared insights drawn from established transplant and cellular therapy programmes, highlighting recent developments as well as ongoing challenges associated with translating complex therapies into everyday clinical practice. A key focus of the panel was pediatric care, where cell and gene therapies introduce additional clinical, logistical, and ethical considerations. The discussion addressed the importance of long-term follow-up, patient selection, and institutional readiness, as well as the role of academic medical centres in setting standards and supporting sustainable growth in the field. Commenting on the panel, Ebru Yavuz noted: "Innovation in cell and gene therapy is moving quickly, but the real challenge lies in how these advances are adopted within healthcare systems.
