Requirements

Responsibilities
  • Support the Director of Financial Operations in overseeing financial planning, management, and reporting functions for the Construction & Development department.
  • Assist in developing, implementing, and maintaining the consolidated operating budget covering reimbursable and non-reimbursable labor and non-labor categories.
  • Support the preparation and submission of three annual financial plans and the accurate upload of budget and actual month-end results into Hyperion.
  • Support Hyperion system submissions, actuals integration, and data quality management.
  • Review invoices for proper accounting treatment, accuracy, compliance, procurement policy, budget appropriations, Responsibility Center assignment, and object code classification; escalate and coordinate resolution of discrepancies.
  • Support monthly and year-end financial reporting, including accruals, variance analysis, and cash flow reporting.
  • Support development of annual and mid-year financial plans across approximately 170 Responsibility Centers.
  • Partner with business units to evaluate new funding needs and facilitate forecast discussions for strategic and operational decision-making.
  • Work with the Hyperion/IT team and Central Finance Tower to support financial system functionality and data integrity.
  • Assist in testing and implementing new applications, including user acceptance testing and regression testing for new functionality and system patches.
  • Support enhancements to financial processes, compliance with Generally Accepted Accounting Principles and internal policies, financial risk mitigation, and process improvements.
  • Support end-to-end development, versioning, and upload of baseline and mid-year financial plans within Hyperion Planning.
  • Partner with functional leads on iterative forecast updates using driver-based modeling and assumption tracking.
  • Support Hyperion Actuals integration using smart load routines and data mapping between PeopleSoft Financials and Essbase cube structures.
  • Investigate source-to-target variances and coordinate resolution of extract, transform, and load discrepancies with the Hyperion support team.
  • Prepare complex financial submission templates and supporting documentation for the MTA Office of Management and Budget.
  • Develop and distribute multidimensional variance analysis reports using Hyperion Smart View and custom Excel-based tools.
  • Analyze trends across labor classifications, overhead allocations, and cost object hierarchies while aligning them with general ledger structures and Responsibility Center mappings.
  • Support metadata refreshes, business rule logic validation, calculation script testing, and member formula validation.
  • Support preparation of Control Self-Assessments, internal control testing, control walkthroughs, and substantive testing procedures.
  • Confirm budget justification, labor plan accuracy, compliance with zero-based budgeting methodology, and proper recording of actuals according to general ledger and capital expenditure standards.
