Requirements
  • A Bachelor's degree from a fully accredited college or university and five years of experience providing administrative, business, and financial support, or a high school diploma with at least ten years of experience providing administrative, business, and financial support.
  • Experience with government planning, forecasting, program budgeting, funding, execution monitoring, and reporting against commitment, obligation, and expenditure benchmarks.
  • Experience developing and executing complex programmatic tasks.
  • Demonstrated ability to interface with government and science and technology contractor or grantee personnel to meet program manager needs.
  • Must be able to obtain and maintain a Department of Defense security clearance.
  • U.S. citizenship is required.
Responsibilities
  • Provide mid-level financial and program analyst support to Office of Naval Research Code 33 in Arlington, Virginia.
  • Assist program officers and government personnel with Navy Marine Corps Internet, Computer Optimized Batch Reconciliation Application, Program Budget Information System, Navy Enterprise Resource Planning, Procurement for the Public Sector, Wide Area Workflow, Contract Administration System, Standard Accounting and Reporting System, Earned Value Management tools, Microsoft Access, Microsoft 365, Flank Speed Teams, Microsoft SharePoint, and iConnect to manage project activities and resources, mitigate risk, track schedule, cost, and technical performance, and monitor action items and progress.
  • Assist in performing financial analysis for a variety of funds and funding sources to protect against federal anti-deficiency violations, internal procedural and accounting errors, and other applicable problems associated with sources and usage of funds.
  • Prepare and research funding documents within Navy Enterprise Resource Planning and Procurement for the Public Sector; track funding commitments, obligations, and expenditures; and assist in resolving Navy Enterprise Resource Planning Work Breakdown Structure funding issues that do not meet financial benchmarks across multiple contractors and performers.
  • Track expenditures and performance of Office of Naval Research-funded or managed efforts.
  • Book conference rooms and coordinate with Office of Naval Research Corporate Strategic Communications for off-site events.
  • Assist in developing presentations and reports for speaker presentations and Department of the Navy higher-echelon briefings, including compiling data from multiple individuals in required software formats such as Microsoft PowerPoint and Microsoft Word.
  • Draft funding documents and Purchase Requests.
  • Conduct qualitative and quantitative analyses of financial data, operations, and requirements to assist in developing program improvements within the department.
  • Attend meetings and program reviews; compile lessons-learned information; register attendees; distribute workshop information; develop supporting documents; and provide administrative support.
  • Prepare conference agendas and conference minutes.
  • Travel occasionally within the continental United States and outside the continental United States in support of Office of Naval Research conferences, international collaborations, operational exercises, operational demonstrations, and integration and planning meetings.
