Responsibilities
  • Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
  • Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
  • Assist construction staff to coordinate reviews, prepare documentation and compile reports.
  • Support construction operations to include processing monthly estimates, performing finals, payment of consultant vouchers, Site Manager field support and problem resolution. Provide technical and field guidance to construction staff regarding inspection and contract administration. Assist in the resolution of construction operation issues.
  • Coordinate with construction and district staff determining construction workloads and consultant needs. Plan and develop needs for consultant contracts. Assist in consultant selection process, monitor contractor compliance, and ensure prompt pay and documentation.
  • Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
  • Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
  • Review Dashboard and CQIP data. Coordinate with staff to make changes and improve construction quality, safety and environmental compliance. Assist in providing leadership with program summary of business goal achievements related to safety, quality, deadlines and budgets.
  • Assist in managing construction project activities. Provide technical guidance to construction staff regarding interpretation of plans and specifications and contract compliance. Assist in schedule services to include review of contractor’s baseline and schedule updates, identifying out of sequence activities or change in logic from accepted baseline. Assist with time impact analyses associated with change orders and scope impacts. Coordinate with staff in the preparation and review of NOIs and claims to validate necessity of work.
  • Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
  • Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
  • Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.
Desired Qualifications
  • A combination of training, experience or education in Civil Engineering or related field desired.
  • Ability to provide expert guidance regarding change order language and claims avoidance, as well as provide cost impacts and savings related to construction.
  • Professional Engineering license or Engineer in training certification.
