Responsibilities
  • Assist training new, full-time staff on procurement procedures, compliance, and best practices tailored to the specific needs of Department's Office of Disease Control and Health Protection
  • Ensure that the valuable historical knowledge of procurement practices is seamlessly handed over, minimizing disruption during staff transitions
  • Mitigate risks associated with losing critical procurement knowledge, which could lead to costly errors and inefficiencies
  • Assess the existing procurement process and identify areas for improvement
  • Review procurement processes to ensure compliance with established procedures and accuracy with Illinois State statutes and policies
  • Assist new full-time staff in the development of procurement specifications and requisitions, emphasizing clarity, completeness, and alignment with the State's BIDBUY system
  • Assist new full-time staff with instructions and templates for consistent and accurate submissions for purchase specifications and requisition
  • Provide new full-time staff training on the process of issuing bid invitations, selecting qualified bidders, and obtaining necessary approvals from the State Purchasing Officer
  • Provide staff training on the process of preparing bid tabulations, reviewing bids, and compiling necessary documents prior to awarding contracts
  • Highlight factors to consider when evaluating bids and ensuring transparency in the selection process
  • Include strategies for vendor outreach and pre-qualification
  • Provide staff training on developing effective correspondence to vendors and agency divisions
  • Provide guidelines for reviewing bidder applications for regulatory compliance
  • Assist new full-time staff with generating contracts using State-provided templates and best practices
  • Outline the workflow for obtaining necessary approvals, including coordination with agency legal staff
  • Collaborate on special projects related to procurement
