Requirements
  • A minimum of 20 years of human resources experience with progressive leadership responsibility strictly within the federal government services sector.
  • At least 5 years of senior executive experience in human resources within a comparably sized, multi-subsidiary, or matrixed shared-services government contracting organization with $1B or more in annual revenue.
  • Demonstrable hands-on mastery of the Service Contract Act and Davis-Bacon Act, including wage determinations, fringe benefit accounting, and Department of Labor audit procedures.
  • Experience leading HR due diligence, structural valuation, and complex post-acquisition workforce integrations, including harmonizing disparate payroll, benefits architectures, and corporate cultures into a unified platform.
  • Advanced familiarity with government-contracting-compliant enterprise resource planning and human resources information systems, including Deltek Costpoint, Workday, and Cognos.
  • Substantive experience interfacing with organized labor unions, navigating grievance processes, and structuring collective bargaining frameworks.
  • A Bachelor's degree in Human Resources, Business Administration, or a related field is required.
Responsibilities
  • Provide leadership and governance over Akima's decentralized operating portfolio by optimizing a matrixed Enterprise Shared Services human resources model spanning talent acquisition, compensation, benefits, compliance, and employee relations.
  • Partner with executive leadership to design and implement organizational change-management strategies supporting subsidiary growth, Alaska Native Corporation 8(a) sole-source frameworks, and post-graduation consolidation into large-business tiers.
  • Establish and report data-driven human resources metrics and workforce analytics to the CEO and Board of Directors, including insights into retention, labor utilization, pricing models, and operational deficiencies.
  • Architect and oversee an enterprise-wide talent acquisition infrastructure optimized for high-volume, rapid-response hiring cycles in federal contracting capture management.
  • Build proactive talent pipelines and strategic sourcing networks for cleared personnel and specialized technical and scientific professionals.
  • Serve as the final authority on federal, state, and local labor compliance, with emphasis on the Service Contract Act, Davis-Bacon Act, Office of Federal Contract Compliance Programs mandates, and Defense Contract Audit Agency-compliant labor tracking.
  • Provide executive oversight to labor relations subject matter experts and direct strategies regarding interaction, negotiations, and compliance with labor unions and collective bargaining agreements.
  • Direct the design and implementation of health, welfare, and compensation architectures that satisfy Service Contract Act fringe benefit requirements and support market-competitive executive equity.
  • Coordinate with the parent NANA organization to design, implement, and track professional development pathways, mentorship frameworks, and leadership pipelines for Iñupiat shareholders.
  • Cultivate a resilient, mission-focused company culture across field sites, remote workforces, and corporate offices.
  • Maintain executive availability during non-core hours for mission-critical priorities, emergency responses, and immediate contract transitions.
  • Architect and continually refine enterprise-wide policies balancing remote or hybrid work allowances for corporate offices with on-site execution requirements of field contracts.
  • Travel approximately 15–25% for operational reviews, labor or union negotiations, shareholder engagement events, and interaction with federal procurement customers.
Desired Qualifications
  • An MBA or Master's degree in HR/Organizational Development is highly preferred.
  • SPHR or SHRM-SCP certifications are a strong plus.
  • Experience aligned with the socio-economic goals and shareholder mission of an Alaska Native Corporation.
  • Experience solving structural problems in a high-velocity, rapid-growth federal contracting environment.
  • Ability to establish trust and alignment across corporate leadership, subsidiary presidents, federal clients, and field workforces.
  • A collaborative leadership approach that balances strategic vision with hands-on operational involvement.
  • A strong commitment to integrity, transparency, accountability, and ethical labor standards.
