Requirements
  • Bachelor’s degree in construction management, engineering, or related field (or equivalent experience).
  • Seven (7) years of construction management experience, including scheduling; contractor procurement; draw request review and approval; compliance monitoring; record retention; correspondence maintenance and distribution; record retention; development of final list of deficiencies (punch list) and coordination of corrective action items to be completed; and warranty management.
  • Proficiency within tools such as Xactimate and RSMeans.
  • Knowledge of federal regulations, including HUD CDBG, Davis-Bacon, Section 3, and environmental review requirements.
  • Familiarity with Florida permitting requirements and building codes, including IBC 2024 and the Florida Building Code.
  • Section 3 hiring and training awareness and implementation experience.
  • Experience with construction oversight, inspection, and reporting for public infrastructure projects.
  • Proficiency in MS Office Applications such as Word, PowerPoint, Outlook, Excel (advanced formulas, charts, formatting).
Responsibilities
  • Provide construction management support to state and local governments throughout the grant and project implementation life cycle.
  • Review/modify CDBG-DR/MIT programmatic materials and project files, including standard operating procedures (SOPs), to ensure they reflect the process of the current program(s) and comply with all applicable federal and state laws, rules, and CDBG-DR regulations and guidelines.
  • Develop and manage assessor’s development of scopes of work, budgets, and schedules for infrastructure projects.
  • Ensure completion of site-specific environmental reviews and compliance with federal, state, and local regulations.
  • Oversee required acquisitions and permitting processes.
  • Monitor construction progress, inspections, and ensure quality control.
  • Coordinate with architects, engineers, contractors, and local government stakeholders to ensure project completion and compliance.
  • Ensure design documents are in compliance with project scope and applicable codes (IBC 2024, Florida Building Code).
  • Review applications, procurement documents, draws, change orders, and contract amendments for compliance.
  • Provide training and technical assistance to subrecipients, contractors, and internal teams.
  • Maintain audit-ready project documentation and integrate compliance checks into workflows.
  • Track and report on performance metrics, including Section 3 hiring goals and disaster tieback documentation.
  • Oversee Davis-Bacon and Labor Standards Compliance, including payroll reviews and interviews.
  • Review as-builts to ensure the project was completed according to scope.
  • Manage regular inspections and site visits, record field measurements, and maintain daily inspection logs.
  • Implement project data control and retrieval systems (digital and hardcopy).
  • Monitor and document testing, certifications, and quality assurance procedures.
  • Submit inspection reports to the County Building Inspections Department monthly (as necessary).
  • Prepare monthly project status reports and executive summaries.
  • Organize and deliver all documentation, including final inspections, certifications, warranty package, drawings, and O&M manuals.
  • Assist with project commissioning, closeout, and warranty management.
  • Travel to various project sites throughout Escambia County is required.
Desired Qualifications
  • 3-5 years of experience in CDBG-DR, CDBG-MIT, and/or FEMA construction management and inspections.
  • Experience working in the construction industry, especially Design/Bid/Build project delivery.
  • Experience delivering training and technical assistance to state/local government agencies.
  • Excellent analytical, strategic thinking, and collaboration skills.
  • Strong verbal, interpersonal, and written communication skills.
  • Project and operational management skills, including managing multiple projects and competing deadlines.
  • Proficiency in additional platforms, including Microsoft Dynamics, ArcGIS, and Microsoft Project
