Requirements
  • A bachelor's degree in business, health administration, public health, or a related field is required.
  • Minimum of two years of experience relative to Medicaid and the Children's Health Insurance Program, outreach, education, and enrollment services.
  • Must maintain Certified Application Counselor certification with the Centers for Medicare & Medicaid Services and remain current on Medicaid, the Children's Health Insurance Program, and Marketplace training.
  • Must obtain a Community Health Worker certification.
  • Must maintain active enrollment as a Health-e-Arizona Plus Assistor.
  • Must have a broad understanding of Medicaid, the Children's Health Insurance Program, outreach and enrollment best practices, strategies, and community resources.
  • Must possess a valid and unrestricted Arizona driver's license and remain insurable under NATIVE HEALTH's liability auto policy.
  • Must pass a criminal background check and obtain a Class I Fingerprint Clearance Card within the initial ninety calendar days of employment.
  • Must pass substance abuse testing upon employment and submit to random testing during employment.
  • Must provide an updated immunization record at the time of employment.
  • Must have a current tuberculosis skin report upon employment and provide an annual update.
  • Must obtain Basic Life Support certification within ninety calendar days of employment and maintain certification during employment.
Responsibilities
  • Direct and manage NATIVE HEALTH's Connecting Kids to Coverage Outreach and Enrollment program and the SNAP CMS program.
  • Oversee a team of Outreach and Enrollment Specialists across all NATIVE HEALTH locations.
  • Ensure program, grant, budget, and reporting requirements are met.
  • Serve as the primary liaison to the funder, community partners, and stakeholders.
  • Provide direction and oversight of the planning and operation of the Connecting Kids to Coverage Outreach and Enrollment program.
  • Ensure cooperative agreement goals, objectives, activities, and evaluation requirements are met.
  • Coordinate outreach and enrollment services with NATIVE HEALTH programs and external partners, including schools, school districts, and public and private organizations.
  • Ensure clients and patients have access to enrollment assistance and education.
  • Coordinate a community advisory board and maintain collaborative relationships with councils and boards.
  • Lead, coach, mentor, and supervise staff.
  • Provide orientation, training, ongoing development, and performance feedback to staff.
  • Complete performance evaluations for all direct reports.
  • Monitor productivity benchmarks, program deliverables, and core competencies.
  • Manage program compliance, budget performance reporting, and outcome evaluation.
  • Monitor program spending and make programmatic adjustments to ensure budget conformity.
  • Use data, reports, and trends to evaluate, manage, and improve services.
  • Complete and submit quarterly, annual, financial, and evaluation reports on time.
  • Monitor goals and objectives and implement and evaluate strategies to increase program activity and effectiveness.
  • Identify community events to support program goals and objectives.
  • Oversee event logistics, including staff assignments, setup and teardown, and distribution of outreach and marketing materials.
  • Serve as the primary liaison to existing and prospective partner agencies and coordinate outreach and enrollment activities.
  • Coordinate with Outreach and Enrollment team members, patients, and families to meet program requirements.
  • Implement national enrollment initiatives.
  • Produce multimedia marketing and educational materials for clients.
  • Support the organization as needed.
Desired Qualifications
  • A master's degree is preferred.
  • Minimum of two years of supervisory and mentoring staff experience is preferred.
  • Two years of experience with fiscal oversight of government programs, contracts, and/or grants is preferred.
