Requirements
  • 5+ years of experience with cost estimating
  • Experience with DoD acquisition and supporting major milestones
  • Experience with data collection, normalizing, and analyzing data
  • Knowledge of core estimating competencies, including WBSs, escalation and inflation, and risk and uncertainty
  • Ability to develop dynamic, logical, and documented cost models in Microsoft Excel
  • Secret clearance
  • Bachelor's degree
  • Experience with the manufacturing process flow
  • Experience with management and business development
  • Experience with development of Program Lifecyle Cost Estimate (PLCCE) cost models
  • Experience with Independent Government Cost Estimates (IGCEs), 7300s, and Technical Advisory Reports (TARs)
  • Ability to support tasks such as cost and benefit analyses, what-if analysis, and economic studies and analyses
  • Ability to multi-task and work under minimal supervision
  • Possession of excellent verbal and written communication skills
  • Possession of excellent leadership, teamwork, and collaboration skills
  • Bachelor's degree in Engineering, Operations Research, Mathematics, or Economics
  • International Cost Estimating and Analysis Association (ICEAA) Certified Cost Estimator and Analyst (CCE/A) Certification​
Responsibilities
  • translate requirements into cost through data collection, model building, and cost and risk analyses
  • help develop recommendations that will impact how hundreds of millions of dollars are invested throughout the project's life cycle
  • identify cost data to be collected
  • develop data collection plans
  • review draft Work Breakdown Structures (WBSs) and cost reporting plans
  • extract data about the technology and performance of submarine communications systems and undersea integration systems through discussions with SMEs, engineers, and project managers
  • derive meaning from raw numbers using a variety of data science techniques, like normalizing data, performing statistical regression, and using learning curve analysis
  • model with dynamic formulas in Microsoft Excel
  • quantify cost uncertainty with Monte Carlo discrete event simulation
  • develop total ownership cost estimates to help program managers, senior leadership, and clients plan and field systems on time
