Bachelor's Degree in social science research
A minimum of 10 years of work experience in project management, analysis, design of assessments, design, and implementation of performance measurement systems, and strategic planning
Significant portion of work experience should be in justice or social systems
Knowledge of U.S. Department of Justice and its justice programs
Knowledge of Project Management Institute project management best practices and financial management
Strong written and verbal communication skills in English
Superior organizational skills and attention to detail
Ability to work as part of a diverse team working in remote locations

Responsibilities

Work closely with the client to clearly define their needs and expectations to ensure proper design and implementation
Provide oversight on the technical design and quality of performance management activities
Manage a team of M&E professionals and subject matter experts to complete a range of M&E tasks in a collaborative and timely manner that results in high-quality deliverables
Lead the development of effective strategic planning, monitoring, and evaluation tools for our client, its sub-offices, and the grantees
Manage a team to design and facilitate capacity-building efforts around performance management for the client and grantees
Collaborate with the client to actively use performance management data for ongoing learning and evidence-based decision-making
Work closely with the leadership team to ensure overall management of tasks and finances for all BPA activities

Desired Qualifications

Project Management Professional (PMP) certification

Location:

This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship. 

What will you do?

Bixal seeks a Project Director who is passionate about data and learning to support the anticipated Performance Management Support Services project. This program will enhance and support evidence-based decision-making by strengthening the client’s performance management activities, including performance measurement, logic model development, and technical assistance to grantee and federal staff; and improving its ability to provide quality performance data and analysis findings about its programs and operations.

The ideal candidate is an experienced and solution-oriented monitoring, and evaluation professional with knowledge of the Evidence Act. The Project Director will provide overall management of the activities under the BPA. They will provide oversight and management to a team of M&E professionals and subject matter experts to execute a wide range of high-quality deliverables including theory of change/logic model, performance management plans, data quality assessments, and a range of evaluations. They will also assist the client to use the data and results to support evidence-based programming decisions. They will work closely with the Senior Program Manager to manage the budget and operations.

Important Note:

This is a full-time proposal position contingent on contract award.
