PAY 

$27.80 - $42.45 Hourly

The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

OVERAGE POSITION 

This position is an overage. Funding for this position will be re-evaluated on a fiscal year basis.

POSITION DESIGNATION

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY

This job is located in the Development Center of the Development Services Department within the City of Oklahoma City and is under the general supervision of the Plan Review Unit Operations Supervisor. The Permitting Process Liaison performs work of a technical nature. Specialized skills relating to commercial and residential construction, engineering, and/or land use, as well as a knowledge of related codes, ordinances, and City policies should be acquired prior to assuming the duties of this position. Essential job functions include: Serving as point-of-contact/liaison to the development community, business owners, and entrepreneurs;representing the City in the plan review process; problem-solving and moving public/private planreview projects forward; responding to inquiries and providing information regarding technicalcodes, plan review and inspection processes to stakeholders; communicating internally with other City departments and externally with contractors, and consultants to provide construction project information, including licenses, plan review and inspection services.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. 

JOB REQUIREMENTS

• Two years of experience reading and interpreting construction plans and building codes, using architectural and engineering scales, or National Certification as a Permit Technician; or one year of experience performing duties equivalent to the class of Code Technician with the City of Oklahoma City.

• Knowledge of relevant building, zoning, engineering, and land use codes and regulations.

• Skill in communication by phone and orally while maintaining tact and diplomacy.

• Skill in reading and assessing development plans for compliance with minimum building, engineering, and/or zoning regulations.

• Skill in interpretation of statutes, codes, and ordinances pertaining to site development.

• Skill in determining and advising of necessary and feasible plan revisions to effect compliance with codes and ordinances.

• Ability to foster internal/external relationships to encourage business friendly practices through the City involving the private development process.

• Possession of a Driver License (Operator).

NOTE: Employee must obtain an International Code Council (ICC) Permit Technician within one (1) year from the date of hire/promotion/transfer/demotion.

WORKING CONDITIONS

• Primarily indoors in climate-controlled environment. 
• Outside occasionally, may be exposed to heat, cold, humidity, rain, etc.
• Subject to continuous exposure to light and glare from a computer terminal. 
• Subject to constant noise of a computer terminal, copying machine, ten-key, or telephone. 
• Subject to frequent interruptions. 
• Local travel is required for on-site visits/investigations.
• Occasionally required to work beyond normal work hours.

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.  

PHYSICAL REQUIREMENTS

• Near vision enough to read and draft communications such as written, or machine-  generated documents, reports, etc. 
• Finger dexterity enough to operate standard office equipment, including a 10-key. 
• Speech and hearing enough to communicate clearly and distinctly in person and by telephone.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.

If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
