Requirements
  • Previous management experience in property management or a related field, generally three years.
  • Three years of HUD or Tax Credit experience.
  • A valid driver's license and current automobile insurance.
  • A valid personal vehicle for making bank deposits, picking up supplies, and performing other job duties.

Responsibilities
  • Manage the day-to-day operations of the property to meet cash-flow objectives.
  • Maximize gross potential rent and minimize vacancy by establishing rent concessions, lease parameters, and commission schedules.
  • Collect rent and manage daily bank deposits, accounts receivable, rent increases, miscellaneous income, collection accounts, and bad-debt write-offs.
  • Pursue delinquent accounts and proceed with eviction proceedings in accordance with company guidelines and applicable local laws.
  • Maintain accurate records of all property financial transactions using the OneSite computerized system and manual systems.
  • Validate data for prospects, traffic, applications, leases, move-outs, deposits, accounts payable, and closing reports.
  • Produce and submit required accounting items and reports using correct account codes and numbers.
  • Oversee the monthly accounting close and prepare, analyze, and submit month-end reports.
  • Prepare and convey operational and financial data to the Regional Manager.
  • Prepare the property's annual budget and business plan according to Regional Manager guidelines.
  • Maintain compliance with income-restricted or affordable housing programs and applicable regulatory agreements.
  • Monitor property expenses, schedule work within budget guidelines, and notify the Regional Manager of budget variations or recommendations.
  • Review invoices, resolve discrepancies, code accounts payable items, approve budgeted expenditures, and process purchases through purchase orders.
  • Identify and implement approved cost-reduction opportunities.
  • Maintain the site petty-cash account and submit reimbursement requests as required.
  • Initiate and issue security-deposit refund checks to vacating residents and pursue recovery of turnover costs.
  • Lease or supervise the leasing of apartments by showing model and available units and selling property products and services.
  • Review and approve rental applications in accordance with rental criteria and nondiscrimination policies.
  • Train, motivate, and supervise on-site employees in leasing paperwork and techniques.
  • Develop and implement marketing strategies to increase traffic, maintain closing ratios, and exceed budgeted occupancy percentages.
  • Review marketing materials and advertising, including brochures, newspaper advertising, social programs, move-in incentives, and concessions.
  • Participate in local or neighborhood business associations and establish referral programs with neighborhood businesses.
  • Monitor policy and law changes and comply with local and federal requirements for operating and maintaining the housing project.
  • Maintain the property's cleanliness, curb appeal, safety, and physical condition through regular inspections.
  • Supervise and direct maintenance staff in ongoing and preventive maintenance for buildings, grounds, unit interiors, and common areas.
  • Ensure turnover units are prepared within three to five days after vacancy.
  • Provide or arrange ongoing training for maintenance personnel on safety, industry updates, equipment, and product services.
  • Supervise outside vendors and subcontractors and obtain appropriate insurance or liability documentation.
  • Ensure bids and contract work receive Regional Manager and purchase-order approval.
  • Comply with legal safety requirements, including safety programs, meetings, training, repairs, and documentation.
  • Monitor maintenance requests and ensure they are addressed on-call within 24 hours, notifying residents of delays.
  • Adhere to purchasing, inventory, work-order, safety, loss-prevention, expenditure-control, and special-maintenance procedures.
  • Evaluate ways to improve services and facilities, including utilities, trash removal, air conditioning, pest control, and grounds maintenance.
  • Hire, train, and supervise the entire project staff.
  • Enforce fair and nondiscriminatory personnel policies and procedures.
  • Provide employee orientation and training in accordance with company policy.
  • Evaluate employee performance, complete written evaluations, and recommend salary changes, promotions, advancements, or terminations.
  • Establish work schedules, approve time-off requests, and modify schedules to ensure adequate coverage.
  • Assist staff with benefits questions and direct them to Human Resources as appropriate.
  • Post and update required governmental and employment information.
  • Develop and maintain an Emergency Policies and Procedures Manual and review it quarterly with staff.
  • Conduct weekly staff meetings and establish short- and long-term goals with team members.
  • Submit accurate payroll information to Human Resources according to established schedules and policies.
Desired Qualifications
  • Prior training in budget preparation and report analysis, marketing, and human resource management.
  • A college degree.
  • A Real Estate Sales or Associate Brokers License, as required by the state.
