Requirements
  • A bachelor's degree in Business, Information Technology, Computer Science, Engineering, or a related field is required.
  • Two to four or more years of experience in business development, capture support, sales support, or federal contracting are required, preferably within Department of Defense or defense markets.
  • Exposure to identifying and qualifying opportunities and experience supporting pursuits or working on proposals are required.
  • Basic understanding of Department of Defense acquisition processes, Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and procurement lifecycles is required, or willingness to learn quickly.
  • Ability to support relationship-building efforts across Department of Defense components, including the Army, Air Force, Navy, and Fourth Estate, is required.
  • Ability to collaborate with capture managers, proposal teams, technical subject-matter experts, and program staff is required.
  • Strong written and verbal communication skills, including customer engagement, research summaries, and internal briefings, are required.
  • Ability to manage tasks and deadlines across multiple pursuits in a dynamic environment is required.
Responsibilities
  • Own and drive net-new business development, pipeline creation, and bookings across Department of War components.
  • Execute full-lifecycle business development, including market intelligence, opportunity identification, qualification, shaping, and strategic pursuit leadership.
  • Establish and expand trusted-advisor relationships with senior government stakeholders, including Senior Executive Service, flag-level, and Program Executive Office stakeholders.
  • Lead pipeline development and account-expansion strategies, including strategic account penetration, incumbent displacement strategies, and competitive positioning across key Department of War accounts.
  • Navigate and shape opportunities across Indefinite Delivery/Indefinite Quantity contracts, Governmentwide Acquisition Contracts, Other Transaction Authorities, Small Business Innovation Research programs, and other federal procurement vehicles.
  • Support and influence capture strategy, win themes, teaming strategy, price-to-win alignment, and proposal-shaping activities, including Black Hat, Blue Team, and Gold Team reviews.
  • Lead partner-ecosystem development by establishing and managing strategic relationships with large and small-business partners.
  • Partner with Capture Managers, Solution Architects, Pricing, Recruiting, Delivery, and Executive Leadership from opportunity identification through award and successful delivery.
  • Use artificial-intelligence-powered market intelligence to identify Department of War mission trends, competitor shifts, science and technology priorities, and pre-request-for-proposal indicators.
  • Use artificial-intelligence-enabled tools for opportunity assessments, customer analysis, risk reviews, and competitive insights.
  • Apply artificial intelligence to generate call plans, value propositions, discriminator maps, storyboard drafts, and pursuit strategies.
  • Integrate artificial-intelligence outputs into capture and solution strategies while enforcing accuracy, traceability, and compliance.
  • Champion artificial-intelligence adoption across the business-development and capture organization by modeling best practices and identifying Department-of-War-specific use cases.

  • Existing Department of War clearance is highly desirable.
