Responsibilities
  • Supervise, manage, and advise on the financial and contractual aspects of multiple construction projects.
  • Take responsibility for the Quantity Surveying function on allocated contracts to maximise quality of service and profitability.
  • Provide cost control and financial reporting across the company’s construction work.
  • Lead, support, and coach direct reports and the wider team to support their growth and development.
  • Participate in recruiting new team members and support them throughout the employee life cycle, including development reviews and succession planning.
  • Advise on cost implications during design meetings with Land, Development, and Construction departments.
  • Advise Site Managers on delays, extensions of time, loss, and expense, and ensure relevant notices are issued.
  • Attend development, contract pre-start, subcontract package review, project team, and other required meetings, and minute subcontract order adjudication meetings.
  • Check contract drawings for errors, omissions, anomalies, and unnecessary cost.
  • Assist with tender lists and procurement programmes.
  • Prepare tender documentation, letters, design information packages, and tender drawings, including preliminary subcontractor checks.
  • Prepare construction cost analyses, including analysis of tender quotations and requests for outstanding information.
  • Assess site staffing levels and build programmes to determine preliminary costs and prepare start-on-site budgets.
  • Arrange and adjudicate budget settlement meetings.
  • Prepare stage payment schedules and external valuation documentation.
  • Conduct pre-order meetings, finalise tender sums and stage payment schedules, prepare contract documentation, and place orders.
  • Place subcontractor orders, interview subcontractors, check references, and negotiate contract sums and variation costs within budget.
  • Issue variation orders and development changes, provide cost advice on major variations, revise contract drawings, and price purchaser extras.
  • Check, collate, and reconcile contract costs, including subcontract works, variations, site instructions, material orders, and preliminary or running costs.
  • Prepare monthly cost analyses and identify potential future over-expenditure.
  • Check and arrange subcontractor payments, obtain authorisations, and agree final accounts.
  • Maintain RAMS schedules and issue them to relevant parties.
  • Prepare internal valuations, cost-value reconciliation reports, subcontract liability reports, margin analyses, commercial analyses, cost-to-complete forecasts, cash-flow forecasts, turnover forecasts, and debrief reports.
  • Compile and present CV1 and CV2 tender summary sign-offs and coordinate Material Buyer and Company Estimator activities for sign-off.
  • Obtain authorisation for subcontract orders exceeding applicable thresholds and issue orders in accordance with Group Policy and Commercial Best Practice.
  • Compile contract-letting-versus-estimate reports for each site.
  • Liaise with the Build department regarding subcontractor performance and compliance with order conditions.
  • Manage complex consortium sites and attend relevant meetings.
  • Complete subcontract orders in accordance with programmed build requirements, Group Policy, and Group Rebate schemes.
  • Set up and review PPQA tick sheets with site management to facilitate subcontract payment.
  • Provide management with forecast and site budget information for reporting requirements.
  • Control and report monthly post-contract cost movements and update CV1 and CV2 site-specific reports.
  • Review professional fee provisions, statutory service costs, and credits with the technical department.
  • Ensure invoices and payment applications are processed in accordance with contractual terms.
  • Maintain site reserve lists, CV1 completed-development provisions, and CV2 old-site reserves.
  • Issue Payment Withhold Notices for disputed contractor applications in accordance with the Construction Act.
  • Advise management of impending claims or legal action arising from disputed subcontractor or service-provider claims or payments.
  • Determine subcontract orders when necessary and liaise with the Build department.
  • Use the Vistry Group construction system to manage site administration, including orders, variations, and valuations.
  • Review materials on site and material valuations.
  • Agree and process sales variation requests for show homes, stock plots, and sales incentive works.
  • Categorise scheduled and unscheduled order amendments in the construction system.
  • Settle variation invoices and payment applications.
  • Process groundwork payment applications using the Vistry Group AGA payment system.
  • Collect subcontract retention and manage and certify retention releases on development completion.
  • Complete and agree subcontract final accounts within six months of the last legal completion and before the first retention release.
  • Maintain final account schedules.
  • Liaise with the technical department to secure site adoptions and administer maintenance orders.
  • Complete formal site close-down procedures.
  • Support the Commercial Director or Manager in maintaining site financial controls and ensuring subcontract payments are accurately recorded and processed.
  • Inform management of abnormal costs or circumstances with significant or long-term cost implications.
  • Ensure Quantity Surveyors provide proactive cost advice and identify potential cost savings on site.
  • Mentor, manage, and develop assistant and junior surveyors and ensure the efficient operation of the surveying team.
  • Keep current with legislative changes and attend required training and technical training.
  • Perform other reasonable duties assigned by the line manager to support the wider teams.

Vistry and Citizen partner to build 60 affordable family homes in Oldbury. Vistry, the UK's leading provider of mixed-tenure homes, has joined forces with housing association Citizen, to deliver 60 much-needed affordable family homes in Oldbury, marking a significant step forward in addressing local housing needs. The development, located on Titford Road, will transform a previously vacant site into a vibrant new community, offering a mix of two-, three-, and four-bedroom homes. The project is designed to provide high-quality, affordable housing for families in the area, supporting Sandwell Council's ambitions for sustainable growth and regeneration. Michael Moore, Managing Director of Vistry North West Midlands, said: "We are thrilled to be working in partnership with Citizen on this development which will not only meet the housing needs of the community but will protect wildlife and ecology whilst bringing investment for services into the area.
