Proposal Past Performance and Corporate Experience Developer, Lead
Key Role:
Lead content development for corporate experience and past performance volumes for large, complex, high-priority proposals. Conduct the search and data collection from the portfolio of contracts in execution to select the contracts to be referenced for past performance. Develop briefings of results and present findings and recommendations to capture and proposal team leadership and executives. Analyze Requests for Proposal (RFPs) to develop and configure framework and templates for the past performance volume. Review existing artifacts containing information on reference contracts to develop draft past performance citations. Collaborate with delivery staff from reference contracts to extract the most recent and relevant information. Supervise other past-performance content developers when they are assigned. Present drafts of past performance volume for color team review and address comments and recommendations. Collaborate with delivery team staff on contract references to ensure timely submission of past performance questionnaires when required. Conduct regular collaboration with capture team staff to provide past performance analysis supporting bid decisions, Requests for Information (RFIs) responses, capabilities presentations, white paper development, and other pre-RFP activities.
Basic Qualifications:
5+ years of experience with corporate proposal content development, including past performance and contract delivery
5+ years of experience supervising and managing other content developers in a volume lead role for past performance or major proposal sections and volume
Experience analyzing and applying RFP requirements to proposal content
Ability to collaborate with client-facing teams and technical experts to extract source material for content
Ability to collaborate with capture team staff to provide past performance analysis in support of bid decisions, RFI responses, capabilities presentations, white paper development, and pre-RFP activities
Ability to develop briefings and present findings and recommendations to proposal team leadership and executives
Ability to work independently or in collaboration with proposal teams and balance tasking from multiple concurrent proposal assignments
Ability to obtain a Secret clearance
Bachelor’s degree
Additional Qualifications:
Experience working on proposals valued at $250M and higher
Experience with client delivery on government contracts
Experience using Microsoft Word, Excel, and PowerPoint
Ability to review existing artifacts containing information on reference contracts and develop draft past performance citations
Ability to work remotely and participate in and lead video teleconference sessions
Possession of excellent written and verbal communication skills
Program Management Professional (PgMP), Association of Proposal Management Professionals (APMP), or Shipley Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $96,600.00 to $220,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
