- At least eight years of computer experience working independently or under general direction on complex information-technology application problems involving all phases of systems analysis.
- In-depth knowledge of state-of-the-art programming languages and object-oriented approaches to designing, coding, testing, and debugging programs.

- Ability to program in WebFOCUS version 7 and WebFOCUS version 8.
- Strong understanding of current storage and retrieval methods and the ability to formulate specifications for programmers to use in coding, testing, and debugging computer programs.
- At least three years of experience as a technical expert in an information-technology organization.
- Ability to develop, analyze, and maintain agency dashboards for the Executive Management Team to support strategic decision-making.
- Accountability for complex enterprise-wide applications and issues, including translating highly complex concepts for peers and customers.
- Leadership experience in at least two successful projects delivered on time and on budget.
- A bachelor's degree in Computer Science or a related field.
- Maintain WebFOCUS version 8 on an on-call basis within the required project timeframe.
- Complete work in conformance with business-intelligence solution dashboards.
- Use reporting tools and data architectures to enable efficient reporting.
- Use WebFOCUS versions 7 and 8 to program, maintain, and monitor databases supporting analysis tools, including data dashboards, comparative analysis, real-time alerts, internal search tools, and visualization options.
- Maintain database-management and business-intelligence technologies that provide historical, current, and predictive views of MVA business operations.
- Perform milestone status reports and presentations on the WebFOCUS system for colleagues, subordinates, and end-user representatives.
- Provide integration and automated systems applications across a variety of platforms for customers.
- Coordinate with the MVA Program Manager to ensure problem resolution and user satisfaction.
- A master's degree.
