Requirements
  • Education and experience equivalent to a Bachelor's degree from an accredited college or university in Organizational Change Management, Business Administration, Human Resources, Management Information Systems, or a related field.
  • Five (5) years of experience in change management, organizational development, or ERP implementations.
  • Skilled in the use of standard software applications.
  • Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.
  • Broad expertise in training concepts, practices, and procedures, and expertly performs a variety of complex tasks with minimal guidance.
  • Proficiency in change management methodologies (e.g., ADKAR, Prosci).
  • Ability to build trust, communicate effectively, and influence stakeholders at all levels.
  • Strong presentation, facilitation, and problem-solving skills.
Responsibilities
  • Leads the development and execution of the Organizational Change Management (OCM) strategy for ERP implementation, including stakeholder engagement, communications, and change readiness activities across County departments.
  • Collaborates with executive leadership, functional leads, and project teams to identify change impacts, assess organizational readiness, and develop mitigation strategies to address risks and resistance to change.
  • Designs and manages a structured communication plan to inform, align, and engage stakeholders at all levels, ensuring consistent and timely messaging throughout the ERP project lifecycle.
  • Oversees the development and delivery of targeted training programs to support user adoption, working closely with subject matter experts (SMEs) and instructional designers to align content with change objectives.
  • Establishes feedback mechanisms and conducts surveys, assessments, and readiness evaluations to gauge end-user adoption progress, adjusting OCM strategies accordingly.
  • Builds and manages a network of change champions to promote awareness, drive adoption, and reinforce key behaviors across the organization.
  • Maintains documentation of change plans, communication artifacts, training records, and change metrics.
  • Reports on OCM effectiveness and adoption metrics to project sponsors and governance bodies.
  • Performs other duties as assigned.
Desired Qualifications
  • Familiarity with ERP systems (e.g., Oracle, SAP) is preferred.
  • Prosci or similar change management certification is strongly desired.
  • Experience with training development, communication planning, and stakeholder engagement in a complex organization is a plus.
  • Oracle certification or similar certification strongly desired.
  • A strong background in security concepts and understanding of contemporary hardware and software architectures is a plus.
  • Program analysis, development and testing skills are a plus.
