Requirements
  • A graduate degree in communication, journalism, public relations or a similar area, or an equivalent combination of education and experience.
  • Ten years of progressive experience in communications management and leadership, including significant experience in organizational or internal communication.
  • Seven years of progressive experience in team management, conflict resolution, negotiation and project management.
  • Bilingualism in French and English, spoken and written.
  • Extensive experience developing and implementing communications strategies for multiple internal clients with competing priorities, including determining audiences, choosing channels and establishing performance indicators.
  • Experience in communication related to organizational transformation projects, with mastery of change management principles.
  • Excellent written and oral communication skills in French and English, including the ability to write and edit in both languages.
  • Knowledge of the workings of a university or large public organization, including governing authorities and unionized workplaces.
  • Proven ability to form partnerships and collaborative relationships with diverse internal stakeholders at different levels of the hierarchy.
  • Ability to manage competing requests and justify prioritization decisions to senior clients tactfully and firmly.
  • Ability to coordinate multiple files under pressure, establish priorities and meet strict deadlines.
  • Ability to quickly understand complex files and extrapolate clear messages for diverse audiences.
  • Knowledge of accessibility requirements under AODA, principles of inclusive communication, and institutional requirements regarding bilingualism and the Francophonie.
  • Ease in using digital communication performance analysis tools and drawing on them for actionable recommendations.
  • Sound judgment, autonomy, diplomacy, and a high level of discretion in handling confidential information.
Responsibilities
  • Oversee the development and implementation of annual and multiyear strategies and communication plans for sections in the client portfolio.
  • Provide expert advice to section client leaders and managers regarding target audiences, channel selection, and required resources.
  • Establish and apply a framework for prioritizing and weighing requests from internal clients with competing priorities according to uptake criteria, service level, and deadlines.
  • Design and maintain the organizational structure and section staff hierarchy.
  • Recruit, guide, train, supervise, and assess staff, and divide workload among client portfolios.
  • Help develop and control the section communication budget.
  • Supervise external providers as needed to optimize staff use and ensure external production meets University brand standards and deadlines.
  • Maintain links with Marketing, Creative Services, Web units, and other communications teams for campaign, digital, editorial content, and web presence needs.
  • Provide leadership on internal communications regarding University projects involving major change by integrating change management principles.
  • Manage operational and exceptional messaging to the University community during service interruptions, major work, information technology incidents, or emergencies.
  • Maintain procedures, templates, and approval chains for operational and emergency messaging.
  • Determine portfolio performance indicators, analyze initiative reach and engagement levels, and produce scorecards for client sections and management.
  • Ensure compliance with University bilingualism, language quality, accessibility, and inclusive communication requirements in all portfolio products.
  • Work with Language Services and Francophonie- and equity, diversity, and inclusion-related sections to meet legal and statutory obligations and ensure community access to information in their language and format of choice.
  • Monitor editorial practices and organizational communication trends, and develop tools, templates, and training for client sections.
