The IS Senior Project Manager will be responsible for managing large and complex projects with cross-organizational impacts. They must maintain complete control of project scope, schedule, and budget in accordance with ETI’s project management standards to ensure the successful completion of all projects with high quality.

Five years of experience managing complex projects
Bachelor’s degree in Business Administration or an IT-related field
A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
Master’s degree in Business Administration or an IT-related field
A minimum of seven years of experience managing complex projects
General project management experience with large, complex projects or programs
Experience with software and infrastructure projects
Experience in deploying Commercial Off the Shelf (COTS) applications and systems
Experience with agile methodology and have run agile software programs or projects
Experience with deploying system upgrades or releases and release management
Experience with Organizational Change Management
Build and provide leadership to the project teams, which typically consist of six or more members, both internal to ETI and external departments. Direct external department team members, which include a combination of Deputy Directors, Appointing Authorities, management, line staff, subject matter experts, points of contact, and professional services resources, including vendors
Build and maintain effective working relationships with internal and external stakeholders, including vendors. Serve on various committees, teams, and work groups
Lead and manage the successful implementation of County-wide technology projects and programs in accordance with project management standards
Develop project proposals, project charters, work breakdown structures, and detailed project plans
Determine resource allocations for the defined project tasks and monitor tasks to completion.
Manage and maintain project scope; document, manage, and mitigate project risks; and manage/resolve project issues
Responsible for complex budget tracking and monitoring of multimillion-dollar projects, which includes overseeing both internal and external employees, professional services, and vendors
Develop and maintain regular reports to executive leadership, project team members, and stakeholders. Effectively communicate risks, issues, and decisions in a timely and well-thought-out manner
Provide guidance, counsel, and support to the project team as well as the executive sponsor
Validate that all vendors fulfill the terms of contract and deliverables. Maintain historical project records, including financial documents (e.g., timecards and invoices)
Assist in the development of project budgets and negotiate with vendors, contractors, and others to ensure clear deliverables and accountability for performance
Ensure compliance with change control and quality management policies. Notify management of policy changes or exceptions in a timely manner
Communication skills, both verbal and written, are a must. The project manager must be able to communicate with executive-level leaders and other managers as required. Prepare and communicate with executive steering committee

Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
Work is performed in a home or department office with a hybrid teleworking schedule available. Requires frequent computer work, participation in calls or meetings, the ability to complete work tasks thoroughly, and attention to detail. Requires occasional travel to and from job-related locations during a scheduled workday, subject to County policies regarding the use of County or private vehicles used on County business. Requires the ability to occasionally work after hours, weekends, and holidays for on-call and management support as needed
