Requirements
  • Familiarity with compliance requirements within current Good Manufacturing Practices, safety, and regulatory environments.
  • Operational knowledge of analytical instrumentation including High-Performance Liquid Chromatography/Ultra-Performance Liquid Chromatography, Gas Chromatography, Ion Chromatography, Inductively Coupled Plasma, Fourier-Transform Infrared Spectroscopy, Ultraviolet-Visible equipment, and associated data stations.
  • Computer literacy, including word processing, spreadsheets, structural drawings, and databases, preferably in a Windows environment.
  • Strong chemistry knowledge.
  • A Bachelor's Degree in Chemistry, Pharmacy, or a closely related field is required.
  • At least five years of experience in a manufacturing support laboratory in the pharmaceutical industry, preferably with active pharmaceutical ingredient or intermediate experience.

  • Successful completion of the comprehensive pre-employment screening required by the employer, which may include drug testing, criminal record, identity, reference, education, and employment verification checks.
Responsibilities
  • Coordinate daily prioritization of quality control testing, including staff and equipment utilization.
  • Maintain laboratory instrumentation, including equipment qualification and preventive maintenance programs, and assist with troubleshooting and minor repairs as needed.
  • Support training and troubleshooting efforts for staff.
  • Review completed laboratory testing as necessary to support timely release of data, reports, and materials.
  • Coordinate and oversee the status of offsite sample testing.
  • Maintain and manage current Good Manufacturing Practices and general laboratory systems at defined compliance levels.
  • Draft and review documents supporting laboratory efforts and production campaigns.
  • Maintain laboratory systems and documentation.
  • Provide rotating laboratory on-call coverage for all aspects of laboratory operations, including environmental testing, raw material testing, in-process testing, isolated intermediate testing, and finished-goods product release.
  • Work cross-functionally with departments such as Operations and Production to meet deliverables according to projected timelines.
  • Verify timecards and ensure SAP billing is completed accurately and on time according to site-specific timelines.
  • Perform quality control release for raw materials, isolated intermediates, and finished goods.
  • Identify discrepancies, author out-of-specification and deviation investigations in TrackWise, and implement associated corrective and preventive actions.
  • Provide supervisory oversight, laboratory testing support, and technical leadership for laboratory staff.
  • Direct laboratory workflow for daily testing of isolated intermediates, finished goods, and stability samples.

  • Experience with active pharmaceutical ingredient or intermediate manufacturing support laboratories is preferred.

As CEO of Charles City Area Development Corporation (CCADC), Fox has helped recruit new companies to the region, assisted existing businesses in growing, and overseen various projects "from the ground up," as he put it. So suffice it to say that in Floyd County and Charles City, Fox's reputation, and that of CCADC by proxy, precedes him. However, firm existing credentials didn't stop Fox from pursuing Accredited Economic Development Organization (AEDO) status from the International Economic Development Council (IEDC). "It was important to seek accreditation in verifying that we are providing services at a highly competent level, managing stakeholder expectations reliably, and demonstrating overall proficiencies in the practice of economic development," Fox said. "AEDO accreditation requires that we master fiscal, organizational, human resources, community outreach, board of directors training and ethical considerations." Achieving AEDO accreditation involves a rigorous process featuring comprehensive peer reviews, extensive documentation, on-site evaluations, and more to ensure organizations adhere to best practices in governance, strategy, and community engagement. To be sure, elements of the application process proved challenging, but as Fox navigated it for the first time in September of 2021, it turned out to be confirmation that CCADC was organized and running smoothly. Fox has good reason to be optimistic about the current economic outlook in Charles City and Floyd County. For starters, Charles City will be the location of an expanded facility of pharmaceutical giant Cambrex, representing a capital investment of nearly $150 million, which will create over 100 new high-wage, high-skill jobs. Cambrex specializes in the manufacturing of Active Pharmaceutical Ingredients (APIs) and pharmaceutical intermediates. Their expansion will heighten production capacity by 40%, rendering it the largest API manufacturer in the United States. In addition, CCADC's long-term strategic plan, spanning job creation, wage increases and improvements in quality of life, is bearing fruit across the board. "Our main mission is creation and retention of high-quality jobs, and our investments have paid off," Fox said. "In 2024, Floyd County's average manufacturing wage eclipsed the remainder of north-central Iowa by fully 20%. Floyd County workers earned, on average, $12,363 more per annum, or $5.94 an hour, than in cohort counties." "As CCADC has matured as an organization, its work plan has grown to include such matters as housing and childcare and has met with substantive successes." Part of what's worked for Fox and CCADC has been an approach that doesn't always favor huge projects at the expense of local industries. Maintaining a level playing field helps Fox foster diverse regional economic development. The New-Jersey based company already has a 45-acre campus in Charles City, but construction is expected to start on a new 7,700-square-foot facility June 1. The Iowa Economic Development Authority, which approved the expansion May 16, said this $150 million investment will increase factory production by 40 percent. Charles City Mayor Dean Andrews said he hopes new jobs from Cambrex will draw people to move to Charles City, and that he has housing projects expected to be completed at the same time as the factory. "They're good quality jobs with good benefits," Andrews said. "So a real plus for us." The facility produces pharmaceutical ingredients used in treatments for cancer, HIV, ADHD and more.

Groundbreaking is scheduled to take place in late 2026. The expansion will add 20% to the site's large-scale manufacturing capacity via a new plant with 140 m3 of capacity, including large- and mid-scale reactors, advanced Hastelloy agitated filter-dryers and enhancements to existing suites. It is also designed to support complex chemistry, including controlled substances, HPAPIs and commercial-scale liquid phase peptide manufacturing.
