Requirements
  • A bachelor's degree is required.
  • An active Certified Public Accountant license is required.
  • Five years of relevant professional experience is required.
  • Two years of experience administering year-end payroll tax reporting and filing are required, including preparation, reconciliation, validation, and filing of Forms W-2 and 1042-S.
  • Advanced proficiency in Excel is required, including experience handling large, complex datasets, performing data validation and cleanup, and building effective data models.
  • Strong attention to detail and organizational skills are required.
  • Experience handling sensitive and confidential payroll and benefits information with discretion and data security is required.
  • Senior or lead payroll tax accounting experience in higher education is required.
  • The ability to train, evaluate, supervise, and support the professional development of employees is required.
  • Demonstrated analytical, problem-solving, and effective communication skills are required.
  • Knowledge of university financial policies, procedures, and systems is required.
  • The ability to communicate professionally, responsively, and effectively with employees, university stakeholders, external vendors, and government agencies is required.
Responsibilities
  • Oversee the preparation, review, and timely filing of federal, state, and local payroll tax returns and required survey reports in compliance with regulatory requirements and Generally Accepted Accounting Principles.
  • Serve as a subject matter expert on payroll tax matters and advise leadership and cross-functional teams on complex compliance issues.
  • Lead payroll tax audits and inquiries by coordinating responses, providing documentation, and resolving issues with tax authorities.
  • Collaborate with internal stakeholders and external vendors and agencies, including ADP, the Internal Revenue Service, and state agencies, to ensure efficient payroll tax operations and timely issue resolution.
  • Lead, coach, and develop a team of five accounting staff by providing technical guidance, feedback, mentorship, and professional development.
  • Review and validate payroll tax reports, reconciliations, accounting analyses, and payroll ledger activity for accuracy, completeness, appropriate accounting treatment, and compliance.
  • Oversee monthly payroll accounting reconciliations in preparation for quarterly and annual tax filings, regulatory reporting, and calendar- and fiscal-year-end requirements.
  • Review and interpret government correspondence, notices, and evolving federal, state, and local payroll tax requirements; determine appropriate actions and assess impacts on payroll practices, reporting, and system configurations.
  • Apply Generally Accepted Accounting Principles and Certified Public Accountant-level accounting judgment to payroll tax accounting, reporting, reconciliations, and complex compliance matters.
  • Serve as the university's lead ADP administrator for payroll tax filing and reporting, supporting tax configuration, reporting accuracy, system-level compliance governance, and implementation of regulatory requirements across multiple jurisdictions.
  • Lead and support payroll tax projects and continuous process improvement initiatives, including workflow enhancements, training materials, and targeted team-process improvements.
  • Partner with Payroll Services leadership and cross-functional university stakeholders, including Treasury, Disability, Information Technology Services, Human Resources, academic schools, and other university units, to research and resolve payroll tax, accounting, and compliance matters.
  • Handle sensitive payroll, tax, benefits, and employee information confidentially and securely while managing multiple priorities and critical deadlines.
  • Be available for additional evening, weekend, holiday, and university Winter Recess work when required by business needs and critical payroll, tax, or regulatory deadlines.
  • Perform other related duties as assigned or requested.
