- Bachelor's degree and 10+ years of related experience in business development, capture, management, proposal management, and program management
- Knowledge of acquisition-relevant sections of the following: Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), 10 U.S.C § 2358, Department of Defense (DoD) Grants and Agreements Regulations (DoDGARs), 10 U.S.C. § 2371, and other federal acquisition policies, processes, procedures, and contracting laws
- Excellent written and oral communication, organizational skills and ability to manage multiple simultaneous proposal efforts
- Demonstrated experience managing and coordinating proposals responses by planning resource assignments, performing quality assurance, and installing processes, tools, and templates for team use
- Proficiency and comfort working with G-Suite products
- Passion about biotechnology
- Manage the design, build, and enhance proposal process
- Produce schedules, outlines, templates, compliance matrices, agendas, proposal kickoffs and reviews, and other proposal-related tasks and meetings
- Guide subject matter experts and other team members to create technical content
- Write/edit response documents to incorporate win strategy and themes, differentiators, and technical solutions into proposal documents in a clearly articulated, consistent manner, reflecting a clear understanding of the requirements
- Support other Proposal Operations activities, including boilerplate material library development/maintenance and process improvement initiatives
- Run color proposal reviews
- Build proposal budget and cost proposal
- Ensure proposal submissions are compliant with solicitation requirements
- Understanding of the full proposal life-cycle is required (i.e., procurement, solicitation processes, and compliant proposal production). Experience in the federal scientific government or related field is a plus
- Association of Proposal Management Professionals (APMP) certification and/or Shipley certification
- 3+ years of experience leading competitive captures, and ability to obtain a security clearance; U.S. Citizenship is a prerequisite
- Experience leading and managing geographically dispersed teams
- Experience in program planning, budget development, and execution
- Current relationships in the science and technology (S&T) and research and development (R&D) communities
- Research and development (specifically with biotechnology) experience preferred
- Strong technical writing skills preferred
