Requirements
  • Human Resources for Health technical expertise, including health workforce planning, development, and management.
  • Knowledge of capacity building and training for health professionals.
  • Strong understanding of workforce distribution and retention strategies.
  • Familiarity with international health systems and human resources policies.
  • Some knowledge of health systems strengthening efforts across laboratory, diagnostics, supply chain, and other technical areas.

  • A Master's degree or higher in Public Health, Public Policy, Public Administration, or Business Administration.
  • At least 7 years of experience in health workforce planning, international development, and/or global health.
  • Active Secret clearance.
  • U.S. citizenship.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and work on a computer.
Responsibilities
  • Advance U.S. government global health priorities by leading the integration of U.S. government-supported health workforce and data into national systems.
  • Guide the design, monitoring, and optimization of health workforce investments.
  • Strengthen multisectoral coordination with partner governments, donors, and other stakeholders.
  • Support Department and Embassy leadership in elevating health as a foreign policy priority, particularly in Africa.
  • Examine and promote alignment between bilateral health memoranda of understanding and national health and Human Resources for Health strategies.
  • Advise the Bureau of Global Health Security and Diplomacy and interagency partners on approaches to integrate U.S. government-supported health workers into national government systems.
  • Support the integration, quality, and use of U.S. government-supported health workforce data within national Human Resources information systems and related platforms.
  • Design and implement frameworks, indicators, and tools to monitor and document the integration and performance of U.S. government-supported health workforce within national systems.
  • Serve as technical lead for the Human Resources for Health inventory reporting process and apply data analytics to guide health workforce planning, allocation, and investment decisions.
  • Coordinate with ministries of health, finance, education, other government entities, training institutions, implementing partners, and donors to align health workforce investments with national priorities.
  • Facilitate multisectoral coordination mechanisms and technical working groups to harmonize donor-funded Human Resources for Health activities and promote sustainability of health workforce gains.
  • Contribute to the development, revision, and dissemination of Human Resources for Health and public health policies, guidance, and best practices, and monitor their implementation in partner countries.
  • Prepare briefing materials, reports, talking points, and other documents to inform senior leadership decision-making on Human Resources for Health and broader global health issues.
  • Prepare progress reports highlighting trends in workforce distribution, skills, and retention in partner countries.
  • Prepare Human Resources for Health inventory reports summarizing U.S. government-supported health workforce, integration status, and key trends, with recommendations for investment decisions.
  • Develop a monitoring framework for Human Resources for Health integration, including indicators, data sources, and reporting tools, and provide periodic progress updates.
  • Prepare technical briefs, policy notes, or guidance documents on Human Resources for Health integration, Human Resources information systems strengthening, or related health workforce topics.
  • Prepare meeting and trip reports capturing outcomes, decisions, and follow-up actions from engagements with partner governments, donors, and implementing partners.
