Requirements
  • Completion of an undergraduate degree and law degree.
  • Five or more years practicing land use planning and development law, preferably at a municipality or a law firm representing municipalities. Exceptional candidates with an undergraduate degree, law degree, and some practice experience in land use planning and development law, as well as other applicable work experience, may be considered for the position of Junior Associate Solicitor.
  • Be licensed to practice law in Ontario and be a lawyer licensee in good standing with the Law Society of Ontario.
  • Demonstrate excellent legal research and analytical skills and the ability to explain and present complex ideas clearly and understandably.
  • Demonstrate excellent oral advocacy and the ability to communicate and influence clearly and persuasively.
  • Have considerable knowledge and understanding of the municipal legislative framework, planning statutes, regulations, and by-laws.
  • Demonstrate awareness and understanding of recent legislative changes impacting municipalities.
  • Demonstrate understanding of key industry trends and legislative changes and the ability to develop legal strategies accordingly.
  • Understand municipal obligations, objectives, and challenges.
  • Have strong organizational and time-management skills, with the ability to manage multiple assignments and meet deadlines in a demanding environment.
  • Communicate effectively with senior lawyers, all levels of City staff, City Council, and external stakeholders.
  • Work effectively independently and in a team environment under tight deadlines and adjust to changing priorities.
  • Solve complex and sensitive issues creatively and innovatively.
  • Accurately scope the length and difficulty of issues and set priorities.
  • Provide effective customer service and resolve inquiries.
  • Listen actively and remain approachable and composed under pressure.
  • Have advanced skills in Microsoft Office, including Word, Excel, PowerPoint, and Outlook, and familiarity with Microsoft Teams, Webex, and SharePoint.

Responsibilities
  • Provide legal representation and advice to City Council and City departments concerning land use planning and development law, including strategic legal advice on legislative and policy frameworks related to housing.
  • Provide legal advocacy, advice, and services to City management and staff in land use planning, development law, development charges and agreements, and advocacy before administrative tribunals including the Ontario Land Tribunal.
  • Assume carriage of or assist with Ontario Land Tribunal matters on behalf of the City, including preparing pleadings and other documents and appearing before the Tribunal.
  • Conduct file review, legal research, fact verification and investigation, witness interviews, and compilation and drafting of documentation.
  • Anticipate probable and possible legal outcomes and present solutions to staff and Council.
  • Conduct legal research and prepare memoranda and legal opinions on municipal legal matters and their implications for operational and strategic decisions.
  • Deliver oral and written legal advice on the Municipal Act, 2001, Planning Act, Development Charges Act, and other relevant municipal legislation.
  • Draft or contribute to drafting and review municipal agreements, by-laws, and other legal documents relating to municipal land use planning and development.
  • Prepare or contribute to preparing and reviewing Council and Committee reports.
  • Attend or contribute to preparations for Council and Committee meetings and other public meetings as required.
  • Protect the City's interests and advance its objectives through discussion and negotiation with external groups, lawyers, government bodies, and others.
  • Stay current on changes in legislation, regulation, and case law affecting the City and provide related advice.
  • Maintain current knowledge of land use planning matters and provide responsive strategic legal advice to City Council and City departments.
  • Undertake or contribute to special projects within Legal Services or with other City departments in furtherance of the Corporation's strategy and objectives.
  • Work in multidisciplinary teams in leadership and support roles as required.
  • Work in accordance with applicable health and safety legislation and City corporate and departmental policies and procedures.
  • Contribute to the organizational culture of service, inclusiveness, wellness, and learning.
  • Perform other duties as assigned.
  • A Junior Legal Counsel performs these duties primarily under the supervision of the City Solicitor or senior Legal Counsel, Land Use Planning and Development Law, and works closely with senior Legal Counsel to gain experience in municipal law.
Desired Qualifications
  • Experience working on matters before the Local Planning Appeal Tribunal.
  • Experience in environmental law, construction law, or real estate law.
