- A bachelor's degree in Civil Engineering or Construction Management.
- At least 15 years of related experience and/or training, or an equivalent combination of education and experience.
- Provide overall management direction for a regional mega-project or multiple large and small regional Heavy Highway projects by planning, directing, and coordinating activities.
- Ensure that all projects and goals are accomplished within the prescribed timeframe and funding parameters, personally or through subordinate supervisors.
- Manage Project Engineers, Project Managers, Superintendents, and Foremen who supervise construction employees, with overall responsibility for the direction, coordination, and evaluation of the team.
- Review project proposals or plans to determine the timeframe, funding limitations, project procedures, staffing requirements, and available resources for various project phases.
- Oversee the work plan and staffing for each project phase to ensure coverage and identify and solve potential gaps.
- Oversee project staff work plans and assign duties, responsibilities, and authority.
- Direct and coordinate project personnel activities to ensure work progresses on schedule and within the prescribed budget.
- Review status reports from project personnel and modify schedules and plans as needed.
- Confer with project personnel to provide technical advice and resolve problems.
- Coordinate project activities with governmental agencies and subcontractors.
- Analyze and execute critical path method-based project schedules.
- Perform other tasks and duties as assigned.
