Requirements
  • Ten (10) years’ experience in supply chain, purchasing, or subcontract management
  • Ten (10) years’ experience in DoD or Government supply chain, purchasing or subcontract management
  • Experience purchasing Information Technology and/or Telecommunications materials and services
  • Advanced knowledge of relevant laws and regulations such as FAR, DFARS, and other agency regulations
  • Effectively able to communicate with executive and management level individuals through written and verbal communication
  • Detail oriented, with a strong commitment to accuracy and compliance
  • Ability to work well under pressure of tight deadlines
  • Education: Bachelor’s Degree
  • Certifications: CFCM, CPCM or other supply chain certifications are preferred
Responsibilities
  • Be a subject matter expert in subcontract proposal and ordering requirements, process, and responsibilities
  • Prepare and issue request for quote (RFQ) and request for proposal (RFP) packages that include required flow-downs and instructions
  • Review and analyze vendor/subcontractor proposals, respond to questions, make recommendations to executives and internal leadership on vendor selection, negotiate terms and conditions, and execute final agreements
  • Conduct Fair and Reasonable determinations and completes Cost and/or Price Analyses, and reviews the analyses of others to ensure compliance with policy/procedure
  • Coordinate with internal management and subcontractor/vendor personnel to issue subcontracts, purchase orders, and other documentation to ensure performance
  • Complete all required documentation, and maintain records consistent with contractual requirements, FAR, DFARS, and DCMA Contractor Purchasing System Review (CPSR) requirements, and TekSynap’s procurement policies and procedures
  • Support TekSynap’s Small Business Subcontracting Plans, to include documenting outreach efforts to small businesses, submit required reports, and coordinating small business subcontracting requirements with TekSynap executive, management and support staff
  • Manage, review, negotiate and support execution of all non-disclosure agreements, teaming agreements, subcontract agreements, and other strategic alliance negotiations with outside sources
  • Complete price analyses in accordance with FAR and DFAR requirements to come to a fair and reasonable price determination
  • Perform closeout actions
  • Interface with senior leadership and staff along with operational managers, and provide subcontract advice and guidance to promote the advancement of the subcontract discipline
  • Support internal and external audits
