Requirements
  • Possession of a baccalaureate degree from an accredited college or university.
  • Three years of verifiable professional human resources experience in recruitment and selection, classification and compensation, employee or labor relations, benefits administration, human resources operations, diversity, equity and inclusion, or personnel training.
  • Additional qualifying professional human resources analyst experience may substitute for up to two years of the required education on a year-for-year basis.
  • Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one year of required professional experience.
  • A Juris Doctorate or master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration, or Clinical, School, or Industrial-Organizational Psychology may substitute for one year of required professional experience.
  • Ability to interpret and apply the employment provisions of the Charter, Administrative Code, Civil Service Rules, Payroll and Personnel Services Division policies and procedures, Department of Human Resources citywide policies and procedures, and internal departmental policies and procedures.
  • Ability to analyze and evaluate personnel problems accurately and soundly.
  • Ability to interpret federal, state, and local laws, ordinances, regulations, guidelines, and employee organization agreements.
  • Ability to supervise subordinates performing recruiting, examining, classification, or salary administration work.
  • Ability to operate a networked personal computer using word-processing programs, spreadsheets, human resources information systems, and database software.
  • Ability to communicate clearly, concisely, and effectively orally and in writing and prepare clear, concise, accurate, and cogent reports.

Responsibilities
  • Provide advice, consultation, and information to departmental managers, supervisors, and employees regarding organizational structures, staffing patterns, discipline, classification, compensation, budgetary issues, and personnel rules, policies, and procedures.
  • Prepare and process department payrolls and maintain employee payroll and personnel records.
  • Conduct disciplinary hearings and Skelly meetings, review disciplinary documentation, draft recommendations, and impose suspensions or terminations upon approval.
  • Respond to discrimination and Equal Employment Opportunity complaints and represent the Department of Human Resources in related forums.
  • Monitor Family and Medical Leave Act and other leave requirements and determine reasonable accommodations under the Americans with Disabilities Act.
  • Review workers’ compensation claims and coordinate workplace injury and illness reporting, accommodations, ergonomic evaluations, work-area reconfiguration, and Occupational Safety and Health Administration logs.
  • Prepare correspondence, reports, and memoranda and make presentations to boards and commissions.
  • Meet and confer or consult with employee organizations and participate in bargaining teams during labor contract negotiations.
  • Respond to requests for salary and wage adjustments.
  • Manage and coordinate departmental recruitment and selection activities, including referral notices, job opportunity announcements, selection processes, and compliance reviews.
  • Manage and coordinate the development and review of departmental personnel policies and procedures.
  • Manage the appointment, onboarding, and separation of employees and prepare employment offers, appointment-above-entrance-rate requests, layoff notices, and displacement notices.
  • Process and track employee leaves and explain leave procedures, guidelines, and protections.
  • Investigate and respond to grievances and represent the Appointing Officer in formal grievance procedures.
  • Manage and maintain the department position control document, human resources and payroll policies and procedures, confidential records, and electronic and paper record-retention systems.
  • Issue job requisitions, monitor approvals, review special conditions, and communicate requisition status.
  • Participate in staffing-related budget planning, complete ASO reconciliation, and document newly budgeted positions.
  • Consult with management on staffing and position classification and submit classification documentation for formal review and approval.
  • Download reports and queries from PeopleSoft.
  • Direct departmental payroll functions, including timesheet entry, reporting, checking, validation, payroll-form submission, and leave-balance tracking.
  • Assist with payroll-unit supervision, audits, public-report tracking and filing, intern mentoring, and special projects.
  • Track employee training to ensure completion of training requirements.
  • Perform other related duties as required.

  • Intermediate to advanced proficiency with Microsoft Office products, including Word, Excel, PowerPoint, and Visio.
  • Experience with payroll functions, including timesheet entry, reporting, validation, payroll-form preparation and submission, and leave-balance tracking.
  • Project management and time management skills, with the ability to complete tasks independently and as part of a team.
  • Proficiency with the City’s People & Pay Human Resources System.
