- A bachelor's degree in Physical Sciences, Computer Science, Mathematics, or Psychology; Psychology is acceptable only when academic coursework includes Human Systems Interface and Human Factors Engineering.
- Ten years of experience in software development processes, technical specification development, process analysis and design, technical problem-solving, and analytical/logical reasoning.
- Demonstrated experience applying Agile software methodology and principles in technical environments.
- An active Department of Defense Secret clearance and the ability to maintain the clearance and meet all program security requirements.
- Apply full lifecycle software development processes to support Navy software maintenance activities.
- Develop and refine technical specifications, functional requirements, and interface documentation.
- Analyze, design, and optimize processes supporting complex Navy systems, including logistics, maintenance, or Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance workflows.
- Perform advanced analytical and logical problem-solving to support technical decision-making.
- Participate in Agile ceremonies, backlog refinement, sprint planning, and iterative delivery in accordance with Navy and Department of War Agile standards.
- Collaborate with cross-functional engineering, program, and fleet stakeholders to ensure accurate requirement interpretation and solution alignment.
- Provide senior-level insight into system behavior, user impacts, and mission outcomes to guide digital modernization efforts.
- Experience with Department of War Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance, maintenance, logistics, or business systems is strongly preferred.
- Other relevant industry experience supporting complex technical solutions may be considered with Contracting Officer's Representative approval.
