Requirements
  • Bachelor’s degree in related field
  • Minimum six (6) years of directly related experience with the USG.
  • Demonstrated experience with financial management, budget tracking, managing projects and tasks.
  • Experience managing client and prime partner relationships, subcontractors, and staff.
  • Experience serving as a program manager of USAID, DOS, DOD, or HHS programs.
  • Strong communication skills, including clear, effective writing skills.
  • Exceptional customer service and interpersonal skills.
  • Understanding of USG procurement and compliance regulations.
  • Proficient in Microsoft platform, including Excel, Word, and PowerPoint.
Responsibilities
  • Serve as a point of contact for client correspondence and requests. Foster relationships with USG clients through compliant and timely collaboration, communications, and service delivery.
  • Manage the full lifecycle of assigned projects within DPS portfolio, including contractual compliance, operations, and finances.
  • Plan and lead start-up and/or close out of DPS contracts, including training project teams and serving as a resource for issues that arise.
  • Communicate and coordinate closely with project staff, internal teams, and Dexis support units (e.g., HR, payroll, finance), resolving questions and problems as appropriate.
  • Develop and update processes, standard operating procedures, and knowledge management solutions to implement improvements to overall project operations.
  • Contribute to division and Dexis-wide process improvements, and other opportunities for learning and development.
  • Supervise, mentor, and manage DPS project and HQ staff by conducting performance reviews and check-ins, making recommendations, addressing performance issues, and providing support.
  • In conjunction with HR, lead recruitment, hiring, onboarding and offboarding of project and PMU staff, in compliance with Dexis and client, policies and procedures.
  • Supervise consultants for various project assignments, which may include reviewing and/or approving deliverables.
  • Build and strengthen relationships with prime contractors and clients by ensuring quick responses, collaborating effectively on contract activities, and providing outstanding customer service.
  • Ensure the submission of timely deliverables and invoices, assess contractual performance, and adjudicate any outstanding issues.
  • Oversee project finances, preparing and approving project expenditures, reviewing monthly invoices for accuracy and compliance, and developing financial reports and forecasts.
  • Manage complex project budgets and provide regular financial metrics and reports to Dexis and/or client.
  • Develop cost realignment requests and inform budgeting for additional services as required.
  • Maintain project budgets and support DPS to complete annual budgeting exercises and meet financial targets through careful budget management and long‐term planning.
  • Proactively identify and mitigate risks to project implementation and contract compliance and as needed.
  • Represent Dexis with relevant USG clients to shape market and support pre-positioning for future work.
  • Play a lead role in business development efforts including through identifying opportunities, leading capture efforts, managing proposals, recruiting, supporting partner engagement, writing proposals and/or annexes, pricing, and ensuring consistency across technical and cost volumes.
  • Lead proposal writing efforts for responses to RFPs and RFIs including writing, reviewing, and editing the executive summary, technical approach, management plan, and staffing plan.
  • Lead pricing and budget development including conducting research, updating pricing templates, and developing strategies.
  • Work collaboratively with technical staff to develop proposal strategies, including win themes, partners, and personnel.
  • Facilitate proposal strategy sessions (including proposal positioning, key win themes, strategies and approaches, competitors, clients, and key personnel)
  • Attend external events, client conferences, and industry days, to network with clients and counterparts.
