Requirements
  • A Baccalaureate degree in Public Administration, Economics, Urban Planning, Transportation Planning or Engineering or a closely related field and four (5) years of full-time professional work experience in large rapid transit operations, two (2) years of which must have been in a managerial/ supervisory capacity, or a satisfactory equivalent of education and experience.
Responsibilities
  • Planning and coordinating track access for work undertaken in the subway by MTA Construction and Development (C&D), NYCT Maintenance of Way, New York City Department of Transportation and the Port Authority of New York and New Jersey and other clients.
  • Designing and preliminarily identifying implementation dates for service plans for diversions on the subway right-of-way. These plans include information on train operations, substitute bus operations, ridership, conductor announcements, special signs and special duties of operating departments, especially Stations and Service Delivery.
  • Ensuring that the track access needs of the on-going non-capital projects are met in conjunction with C&D and Track Construction goals while, at the same time, minimizing passenger inconvenience.
  • Developing service design and service frequency recommendations based on ridership demand, operational factors, and infrastructure constraints.
  • Evaluating capital improvement proposals based on passenger demand, operational factors, and infrastructure requirements.
  • Preparing fleet plans and forecasts.
  • Supervising quantitative analyses and simulations evaluating current and proposed subway operations and proposed capital investments, such as CBTC signaling and infrastructure improvements.
  • Observing and reporting on service, including estimating train loads.
  • Coordinating the work of multiple groups within the agency to ensure smooth operational implementation and accurate public information and outreach for long-term service changes.
  • Monitoring the impacts of the service plans and recommending and coordinating service adjustments as necessary.

  • Excellent verbal and written communications skills
  • Knowledge of the New York City subway system and NYC geography and neighborhoods
  • Knowledge of NYCT train operations
  • Familiarity with NYCT track access procedures, signal prints, and TAMS database
  • Proficiency in working with large datasets, spreadsheet analysis, and statistical analysis
  • Proficiency with SQL or similar database analysis languages is desirable
  • Experience and familiarity with transit planning practices and rail operations concepts is desirable
