Requirements
  • A high school diploma and two years of inspection, investigative, or compliance-related experience involving water, wastewater, or stormwater infrastructure are required.
  • A valid driver's license is required.
  • Understanding of techniques for installing water, sewer, and storm sewer lines and the function of each is preferred.
  • Thorough knowledge of Occupational Safety and Health Administration (OSHA) and related safety rules and procedures is preferred.
  • Computer literacy, including Windows and Microsoft Office, is preferred.
  • Tennessee Department of Environment and Conservation Environmental Permit for Stormwater Construction (TDEC EPSC) Level 1 certification is preferred.
Responsibilities
  • Perform inspections of active stormwater construction projects performed by contractors.
  • Prepare daily logs documenting construction activities.
  • Communicate with property owners and businesses regarding projects.
  • Coordinate with internal staff, engineering consultants, and contractors to resolve issues.
  • Verify or review pay requests, change orders, and other construction-related documentation.
  • Investigate drainage complaints from residents and businesses.
  • Interview residents and business owners regarding drainage complaints.
  • Document on maps the flow of overland water, ditches, pipes, inlets, and other drainage-system features.
  • Determine the work needed to resolve drainage issues impacting the right of way.
  • Communicate the extent of drainage issues and the steps to resolve them to residents and business owners.
  • Perform inspections associated with Metro Grading Permit sites.
  • Perform inspections on non-Grading-Permit-related matters, including complaint investigations.
  • Perform enforcement duties associated with Grading Permit and non-Grading-Permit sites.
  • Document and follow up on inspections, complaints, and enforcement actions.
  • Prepare for and facilitate pre-construction meetings.
  • Perform special projects and investigations as needed.
  • Inspect active water and sewer construction projects to ensure compliance with approved plans and specifications.
  • Follow regulatory protocols, including disinfection activities during construction.
  • Communicate with property owners, businesses, and other stakeholders during construction.
